News in Brief<\/h1>\n

In the Democratic Republic of Congo<\/a>, riots erupted in Kinshasa<\/a> on September 19 and 20. Opposition supporters took to the streets to protest against the postponement of presidential elections and ruling President Joseph Kabila\u2019s refusal to step down. During confrontations with the authorities, dozens of people died. Ten days after the violence, the national dialogue<\/a> resumed. However, the largest opposition parties, organised under the \u201cRassemblement\u201d umbrella, refused to participate, which raises questions about the dialogue\u2019s credibility. Meanwhile, the Congolese electoral commission announced that the elections would be postponed for at least a year.<\/p>\n

Over the past week, North Kivu<\/a> saw several attacks by alleged ADF rebels in Beni, during which six people were killed. In Ituri<\/a>, the FARDC fended off an attack by FRPI elements on two villages in Walendu Bindi. Nevertheless, local sources reported that the rebels were able to steal goods and money from the inhabitants. In Haut-Uele<\/a>, several people were killed during clashes between FARDC soldiers and foreign poachers called \u201cOudas\u201d near Garamba Park in Dungu territory. On September 30, one person was killed and another injured when armed men attacked a Caritas convoy in Kasai<\/a>. Meanwhile in Kasai Central<\/a>, the Congolese army regained control over the area in Dimbelenge territory that was occupied by armed militiamen led by Kamwina Nsapu. Over 10 000 people reportedly fled the area due to violent clashes between the army and militia members.<\/p>\n

In Burundi<\/a>, about a dozen people were arrested over the past week, suspected of posing a security threat to the state. Among them was opposition member Gervais Niyongabo. The governor of the northern province Ngozi stated that security measures were put in place against the incursion of dozens of Rwandan soldiers crossing the border into Burundi.<\/p>\n

Three Uganda<\/a>n police officers and a UPDF soldier were detained for murder over the course of last week. Police officers reportedly also arrested at least 20 supporters of opposition leader Kizza Besigiye. Former URA (Uganda Revenue Authority) official, Tony Olanya, was killed near his home on October 5 under unclear circumstances.<\/p>\n

In the Central African Republic<\/a>, FACA commander Marcel Momb\u00e9ka was killed in PK5, Bangui, on October 4. Violence erupted in the wake of the incident and 11 people were killed. President Faustin Touadera asked the UN to lift the arms embargo against his country, stating that the CAR should be able to build a national army.<\/p>\n

Des sources locales ont indiqu\u00e9, mardi 4 octobre, que cette am\u00e9lioration est due au renforcement de la pr\u00e9sence des militaires et policiers dans ce secteur.<\/p>\n

Le pr\u00e9sident de la soci\u00e9t\u00e9 civile locale, Gilbert Kambale, qui livre cette information, indique que les assaillants ont attaqu\u00e9 des civils qui se trouvaient dans leurs champs.<\/span><\/p>\n

Les Forces arm\u00e9es de la RDC ont repouss\u00e9 la nuit derni\u00e8re une attaque des miliciens FRPI contre les villages Tarama et Mulandi dans la collectivit\u00e9 de Walendu Bindi en Ituri. Selon des sources locales, les miliciens ont tout de m\u00eame pill\u00e9 des commerces et emport\u00e9 de l\u2019argent et des habits vol\u00e9s. Un enfant a \u00e9t\u00e9 bless\u00e9 par balles au cours de cette attaque.<\/span><\/p>\n

<\/a>Haut-Uele<\/b><\/p>\n

Ces combats ont eu lieu vendredi dernier dans le domaine de chasse d\u2019Azande aux alentours du parc national de la Garamba dans le territoire de Dungu (Haut-Uele).<\/p>\n

Ces personnes avaient \u00e9t\u00e9 arr\u00eat\u00e9es en d\u00e9cembre 2014 \u00e0 Manono, avant d\u2019\u00eatre transf\u00e9r\u00e9es \u00e0 Lubumbashi par les autorit\u00e9s provinciales, pour \u00eatre jug\u00e9es. Trois mineurs qui \u00e9taient poursuivis dans ce dossier ont \u00e9t\u00e9 renvoy\u00e9s devant un tribunal d\u2019enfants.<\/span><\/p>\n

Le pr\u00e9sident de l\u2019Assembl\u00e9e provinciale de Tanganyika, Benoit Mbayo invite les bantous et pygm\u00e9es \u00e0 vivre pacifiquement. Il a lanc\u00e9 cet appel, vendredi 30 septembre, \u00e0 l\u2019ouverture de la session ordinaire de septembre, \u00e0 Kalemie: \u00abNos fr\u00e8res et s\u0153urs Batwas [pygm\u00e9es] et Bantous du territoire de Nyunzu, je les appelle \u00e0 une cohabitation pacifique et \u00e0 accepter les solutions \u00e0 leurs diff\u00e9rends par le dialogue et non pas par la violence\u00bb. Benoit Mbayo a indiqu\u00e9 que cette session parlementaire sera consacr\u00e9e \u00e0 l\u2019examen et adoption du budget 2017 de Tanganyika.<\/span><\/p>\n
