Whereas current President Joseph Kabila proposed to hold local elections first, the opposition wanted presidential elections to be the priority. A compromise was reached on Wednesday and it was decided that presidential elections should come first. Although no specific dates were agreed upon, it appears unlikely that elections could still be organised this year. The opposition called for demonstrations on September 19, asking Kabila to relinquish power by December 19.<\/p>\n<p style=\"text-align: justify;\">Last week, a coalition of Raia Mutomboki fighters caused insecurity in Bakanjo, <a href=\"#NK\">North Kivu<\/a>, and in the northeast of Kahuzi-Biega Park, South Kivu. According to local sources, they looted the inhabitants\u2019 property and extorted farmers and artisanal miners. Meanwhile, <a href=\"#T\">Tanganyika<\/a> saw violent clashes between Bantu and Pygmy communities in Nyunzu. Eight people were reportedly killed in the violence, which displaced over 2,000 Bantus. In Kasumbalesa, <a href=\"#HK\">Haut-Katanga<\/a>, several people were killed when inhabitants who protested against the insecurity in the area clashed with the police. The manifestations started on Friday, September 9, after a merchant was murdered, but locals stated that incidents like these occurred on a daily basis. The next day in <a href=\"#HU\">Haut-Uele<\/a>, seven Congolese soldiers were ambushed and killed by unknown assailants in Bangalu, Dungu territory.<\/p>\n<p style=\"text-align: justify;\">In <a href=\"#Burundi\">Burundi<\/a>, inhabitants of capital Bujumbura denounced harassment, arrests and other abuses perpetrated by the police. Allegedly, certain victims committed suicide due to the frequency of the abuse. The police spokesman, however, denied the accusations and claimed that the reports are slander. Meanwhile, <a href=\"#Uganda\">Uganda<\/a> saw several security incidents over the past week. In Mbarara district, four people were murdered under unclear circumstances. One police officer and one civilian were killed by thugs in Wakiso District.
