News in Brief<\/h1>\n

On Monday, September 12, the few opposition members who took part in the national dialogue<\/a> in the Democratic Republic of Congo<\/a> walked out of the meeting due to irreconcilable differences of opinion with the government on the sequence of elections. Whereas current President Joseph Kabila proposed to hold local elections first, the opposition wanted presidential elections to be the priority. A compromise was reached on Wednesday and it was decided that presidential elections should come first. Although no specific dates were agreed upon, it appears unlikely that elections could still be organised this year. The opposition called for demonstrations on September 19, asking Kabila to relinquish power by December 19.<\/p>\n

Last week, a coalition of Raia Mutomboki fighters caused insecurity in Bakanjo, North Kivu<\/a>, and in the northeast of Kahuzi-Biega Park, South Kivu. According to local sources, they looted the inhabitants\u2019 property and extorted farmers and artisanal miners. Meanwhile, Tanganyika<\/a> saw violent clashes between Bantu and Pygmy communities in Nyunzu. Eight people were reportedly killed in the violence, which displaced over 2,000 Bantus. In Kasumbalesa, Haut-Katanga<\/a>, several people were killed when inhabitants who protested against the insecurity in the area clashed with the police. The manifestations started on Friday, September 9, after a merchant was murdered, but locals stated that incidents like these occurred on a daily basis. The next day in Haut-Uele<\/a>, seven Congolese soldiers were ambushed and killed by unknown assailants in Bangalu, Dungu territory.<\/p>\n

In Burundi<\/a>, inhabitants of capital Bujumbura denounced harassment, arrests and other abuses perpetrated by the police. Allegedly, certain victims committed suicide due to the frequency of the abuse. The police spokesman, however, denied the accusations and claimed that the reports are slander. Meanwhile, Uganda<\/a> saw several security incidents over the past week. In Mbarara district, four people were murdered under unclear circumstances. One police officer and one civilian were killed by thugs in Wakiso District. In Busia district, a security guard reportedly killed his colleague, while in Adjumani district one person was shot dead by a police officer.<\/p>\n

Les m\u00eames sources renseignent que les victimes revenaient du march\u00e9 de Bangalu pour Doruma. Deux Burundais ont \u00e9t\u00e9 tu\u00e9s le 30 ao\u00fbt dernier par des militaires rwandais. Les proches des victimes parlent d\u2019une ex\u00e9cution. L\u2019arm\u00e9e rwandaise r\u00e9torque qu\u2019ils ont refus\u00e9 d\u2019obtemp\u00e9rer \u00e0 un ordre de s\u2019arr\u00eater. Police in Mbarara District are investigating circumstances under which 36-year-old Justus Twinomujuni was killed. It is alleged that Twinomujuni was siphoning diesel from a vehicle parked on the Mbarara-Ntungamo road in the wee hours of Tuesday morning. Twinomujuni, a resident of Buteraniro, was found lying in a pool of blood on Tuesday morning tied with ropes and a stone on top of his body. Jerrycans of diesel were also found besides his body.<\/p>\n

Fear and shock engulfed residents of Bulamu Ward in Kasangati, Wakiso District, Sunday morning after thugs raided and killed a police officer and civilian in a random shooting. Mr Emilian Kayima, the Kampala Metropolitan Police political commissar and spokesperson, said the incident happened at around 6.30am at a Chinese recycling plant on Kira Road in Wakiso District.<\/p>\n

Police in Busia District are hunting for a security guard attached to Jag security group who reportedly killed his colleague and put four pump attendants at Oilbya petrol station on gun point before robbing the cashier’s office of Shs4m on Monday night. The Bukedi regional police spokesperson, Mr Sowali Kamulya, said Robert Ngolobe died on spot after being hit with a metal bar.<\/span><\/p>\n

An unidentified police officer attached to Adjumani Central Police station on Friday reportedly shot dead one person in Aliwara village, Ofua Sub-county in Adjumani District. Police has confirmed that a stray bullet fired by one of their officers deployed in the area to disperse rowdy crowds, accidently landed on Patrick Itoma Vundru, killing him instantly.<\/span><\/p>\n

Security has arrested two soldiers for allegedly being involved in the murder of a veterinary doctor and a police officer at Kasangati on Sunday. The soldiers are attached to the UPDF first division in Kakiri but their identities have not yet been disclosed to avoid jeopardizing investigations. The Kasangati killings took place on Sunday at around 6:30am. Armed people trailed Dr Godfrey Kato who was driving a Toyota Corolla and shot him dead at Bulamu.
