Edem Kodjo, the facilitator appointed by the African Union, announced that preliminary work for a national dialogue would start by the end of the month. However, the \u201cRassemblement\u201d umbrella and \u00c9tienne Tshisekedi, leader of the opposition party UDPS, deplored that this decision was taken hastily and unilaterally. In the wake of Tshisekedi\u2019s return to the DRC this Wednesday, clashes erupted between UDPS\u00a0supporters and police in Lubumbashi, Haut-Katanga.<\/p>\n<p style=\"text-align: justify;\">Over the past two weeks, <a href=\"#NK\">North Kivu<\/a> saw several attacks by armed militias. On Friday, July 15, two people were killed during an attack against an FARDC station in Rutshuru territory. That same day, Mai Mai Mazembe elements reportedly killed two youngsters in the same territory. Also in Rutshuru territory, FDLR and Mai Mai rebels reportedly attacked Kibirizi in the night between July 18 and 19, killing at least seven people and injuring five others. Hundreds of local inhabitants fled from the violence. Later that week, unknown assailants reportedly killed another six people in Bwalanda. Meanwhile in Lubero territory, clashes between FARDC soldiers and Mai Mai elements caused the population of Bingi to abandon their homes. Confrontations between APCLS and Nyatura rebels in Butale, Masisi territory, resulted in the death of three people. In <a href=\"#SK\">South Kivu<\/a>, two people were killed during an attack by unidentified militiamembers in Kyanyunda. The commander of Sokola II in Uvira announced that soldiers on patrol killed militia leader Simuzizi Labani on July 25. According to local sources, two people were also killed that day during clashes between protesters and security forces in Kisangani, <a href=\"#Tshopo\">Tshopo<\/a> province. In Basoko and Yahuma territory, the police have been accused of pillaging the local population\u2019s possessions. In <a href=\"#Ituri\">Ituri<\/a> province, several Mai Mai Simba factions reportedly occupy the mining site Muchacha since July 13, while in Walendu Bindi, FRPI rebels ambushed a truck, injuring three people. Meanwhile in <a href=\"#HK\">Haut-Katanga<\/a>, three Mai Mai elements were allegedly killed and two others arrested by the Congolese military on July 20 in Mitwaba territory.<\/p>\n<p style=\"text-align: justify;\">This week, Human Rights Watch released a report, accusing youth league members of <a href=\"#Burundi\">Burundi<\/a>\u2019s ruling party and Burundian police of mass <a href=\"#abuse\">raping<\/a> perceived opponents of the government. The UN announced earlier this week that the Committee Against Torture would look into the country\u2019s seemingly deteriorating human rights situation. In <a href=\"#Uganda\">Uganda<\/a> as well, eight police officers were sued over alleged torture.<\/p>\n<p style=\"text-align: justify;\">In the <a href=\"#CAR\">Central African Republic<\/a>, kidnappings by the <a href=\"#LRA\">LRA<\/a> were at a six-year high in the first half of 2016, according to several monitoring organisations. The militia reportedly abducted about 498 civilians and killed 17 others in the first half of this year. On July 22, UN Secretary-General Ban Ki-moon announced that the mandate of the <a href=\"#MINUSCA\">MINUSCA<\/a> peacekeeping mission would be extended until November 2017.<\/p>\n<p lang=\"en-US\"><span style=\"color: #999999;\"><i>All articles and other news items referenced in this briefing come from third party media sources.
