On June 26, the International Day in Support of Victims of Torture, the Congolese Minister of Justice announced the development of a nationwide prevention mechanism<\/a> against torture in the Democratic Republic of Congo. ACAT-Burundi (Action des Chr\u00e9tiens pour l’Abolition de la Torture) announced that over 40 cases of torture<\/a> were reported in Burundi during the past three months. According to the UN, since the start of the Burundian crisis in April 2015, about 650 torture cases were recorded, along with almost 350 extrajudicial killings.<\/p>\n

In North Kivu<\/a>, the FARDC reportedly dismantled an FDLR position last week in Kazaroho, Rutshuru territory. On June 26, the military also reported having neutralised 37 ADF rebels in the course of \u201cUsalama\u201d, a joint operation with MONUSCO. Meanwhile in Kinshasa<\/a>, the authorities presented 75 people as members of a new militia called \u201cArmy of Jesus\u201d. They are allegedly responsible for several deadly attacks on army and police stations. On Monday, June 27, confrontations between the FARDC and FRPI elements in Walendu Bindi, Ituri<\/a> province, resulted in the death of 10 rebels. Two Congolese soldiers were gravely injured as well. The next day, FRPI members attacked Kigoba village, also in Walendu Bindi. One militia member and one soldier died. Meanwhile in Mambasa territory, the civil society of Bandegaido reported regular incursions by armed militias in Muchacha. On Monday and Tuesday this week, Mai Mai Simba Manu elements reportedly clashed with members of a newly formed militia \u2013 lead by a certain Sumbadede \u2013 over the exploitation of gold at the Muchacha mining site.<\/p>\n

A Congolese soldier was killed in Rwanda<\/a>, reportedly after unintentionally crossing the border on June 18. In Burundi<\/a>, a young man was arrested while supposedly preparing an ambush along the road in Kayogoro, Makamba province. At the beginning of this month, the bodies of three fishermen were found in Lake Tanganyika. It remains uncertain what caused their death. In Uganda<\/a> as well, three people were killed under unclear circumstances in Kasese. They had been bundled in polythene bags after their death. According to the police, the killings may be attributed to terrorists.<\/p>\n

In the Central African Republic<\/a>, the six police officers that had been abducted<\/a> at the beginning of last week were freed again five days later, on June 24. That same day, unidentified armed men killed<\/a> a Senegalese peacekeeper in Bangui. Human Rights\u00a0Watch this week accused<\/a> a Central African police unit of illegally killing at least 18 people between April 2015 and March 2016.<\/p>\n

La soci\u00e9t\u00e9 civile de Bandega\u00efdo, en territoire de Mambasa (Ituri), signale l\u2019incursion r\u00e9guli\u00e8re de diverses milices au foyer minier de Muchacha, \u00e0 plus de 300 km au Sud-Ouest de Bunia. Le dernier cas a \u00e9t\u00e9 enregistr\u00e9, vendredi 24 juin, o\u00f9 une nouvelle milice, dirig\u00e9e par un certain Sumbadede, a occup\u00e9 pendant 48 heures ce foyer qui h\u00e9berge plus de 4 000 orpailleurs. Selon la soci\u00e9t\u00e9 civile de Bandega\u00efdo, ces miliciens sont venus du Nord-Kivu voisin.<\/p>\n

Dix miliciens, dont deux femmes, de la Force de r\u00e9sistance patriotique de l\u2019Ituri (FRPI) ont \u00e9t\u00e9 tu\u00e9s et deux militaires gri\u00e8vement bless\u00e9s dans un accrochage qui a oppos\u00e9 les deux groupes lundi 27 juin au village de Kienge dans la chefferie des Walendu Bindi. Selon des sources militaires qui livrent ce bilan, les accrochages ont commenc\u00e9 lorsque les Forces arm\u00e9es de la RDC (FARDC) ont commenc\u00e9 l\u2019op\u00e9ration de d\u00e9mant\u00e8lement des positions des miliciens qui cherchent \u00e0 se r\u00e9organiser depuis plus d\u2019une semaine dans cette r\u00e9gion de la province de l\u2019Ituri.<\/p>\n

Le commandant second de l\u2019arm\u00e9e en Ituri avance un bilan de deux morts, un milicien et un militaire. Il affirme que l\u2019arm\u00e9e contr\u00f4le toujours le village de Kigoba. Les miliciens se seraient retranch\u00e9s dans la brousse.<\/p>\n

Deux milices se sont affront\u00e9es lundi et mardi 28 juin au foyer minier de Muchacha. Ils se disputent l\u2019exploitation de l\u2019or dans ce site minier situ\u00e9 dans la r\u00e9serve de faune \u00e0 Okapi en Ituri. Le bilan de ces combats n\u2019est pas encore connu. Selon des sources de la soci\u00e9t\u00e9 civile locale, le groupe Ma\u00ef-Ma\u00ef Simba Manu a attaqu\u00e9 la milice de Sumbadede qui avait envahi le foyer minier depuis samedi. Les miliciens Ma\u00ef-Ma\u00ef Manu auraient r\u00e9ussi \u00e0 d\u00e9loger l\u2019autre milice de Muchacha.<\/p>\n

Des sources de l\u2019arm\u00e9e congolaise ont annonc\u00e9 jeudi 23 juin la mort d\u2019un soldat congolais depuis environ une semaine au Rwanda. D\u2019apr\u00e8s ces sources, la victime aurait travers\u00e9 sans le vouloir la fronti\u00e8re et s\u2019est retrouv\u00e9 au Rwanda voisin. Il s\u2019agit d\u2019un soldat du 313e bataillon commando des Forces arm\u00e9es de la RDC (FARDC), bas\u00e9 en territoire de Nyiragongo au Nord-Kivu. Le soldat aurait travers\u00e9 la fronti\u00e8re samedi dernier.<\/p>\n

Selon le pr\u00e9sident de la f\u00e9d\u00e9ration des p\u00eacheurs du Burundi, ces corps ont \u00e9t\u00e9 rep\u00e9r\u00e9s dans le lac, au niveau de la commune de Rumonge depuis le d\u00e9but de ce mois de juin. Dans un rapport pr\u00e9sent\u00e9 \u00e0 Gen\u00e8ve le 29 juin, le Haut-commissaire des Nations unies aux droits de l\u2019homme, Zeid Ra\u2019ad Al Hussein, a d\u00e9plor\u00e9 \u00ab la d\u00e9t\u00e9rioration tragique et massive des droits de l\u2019homme au Burundi \u00bb depuis avril 2015.<\/span><\/p>\n

Ce bilan est fourni par la campagne SOS-Torture ce dimanche 26 juin, \u00e0 l\u2019occasion de la c\u00e9l\u00e9bration de la journ\u00e9e Internationale pour le soutien aux victimes de la torture. Elle demande aux victimes de ne pas perdre espoir. \u00ab Depuis le 11 mars 2016 jusqu\u2019au 24 juin, on a enregistr\u00e9 provisoirement 500 cas d\u2019arrestations arbitraires. Et lors de ces op\u00e9rations, il y a des cas de torture o\u00f9 les victimes ont \u00e9t\u00e9 malmen\u00e9es, ligot\u00e9es au niveau des bras et des jambes. 42 cas ont \u00e9t\u00e9 r\u00e9pertori\u00e9s \u00bb, indique Me Armel Niyongere, directeur de cette campagne et pr\u00e9sident d\u2019Acat-Burundi.<\/span><\/p>\n

Apr\u00e8s plusieurs jours de d\u00e9ni total, la police vient finalement d\u2019admettre l\u2019existence du trafic humain et a m\u00eame op\u00e9r\u00e9 des arrestations. Du coup, les d\u00e9nonciateurs commencent \u00e0 essuyer des menaces de la part des trafiquants. Alors que la police minimisait jusque-l\u00e0 l\u2019ampleur de cette affaire en parlant de deux cas seulement connus, elle vient d\u2019op\u00e9rer un virage \u00e0 180\u00b0 en reconnaissant publiquement l\u2019existence d\u2019un trafic humain.<\/p>\n

A seven-year-old child has been killed in Kaghema Village, Kyarumba Sub-county in Kasese District, after a hand grenade he was tinkering with exploded. Central African Republic: Police Unit Killed 18 in Cold Blood<\/a><\/u><\/span> | 27 June 2016 | Human Rights Watch<\/p>\n

Members of a special anti-crime unit in the Central African Republic unlawfully executed at least 18 people and possibly more between April 2015 and March 2016, Human Rights Watch said today. The former director of the unit, the Central Office for the Repression of Banditry (Office Central de R\u00e9pression du Banditisme, OCRB), Robert Y\u00e9koua-Kett\u00e9, who was removed from his position on June 8, is directly implicated in 13 of the cases and should be investigated with a view to prosecuting him.<\/p>\n

The United States has imposed sanctions on Kinshasa’s police chief in the Democratic Republic of Congo for violence and the murder of civilians. All U.S. assets belonging to Celestin Kanyama are frozen and Americans are barred from doing any business with him.<\/p>\n

Le Conseil de s\u00e9curit\u00e9 de l’ONU a adopt\u00e9 jeudi \u00e0 l’unanimit\u00e9 une r\u00e9solution reconduisant pour une p\u00e9riode d’un an les sanctions concernant la R\u00e9publique d\u00e9mocratique du Congo (RDC) et prorogeant le mandat du Groupe d’experts charg\u00e9 de surveiller l’application de ces sanctions. Dans cette r\u00e9solution, le Conseil \u00ab d\u00e9cide de reconduire jusqu’au 1er juillet 2017 les mesures sur les armes \u00bb pr\u00e9c\u00e9demment impos\u00e9es par les 15 membres, tout en pr\u00e9cisant que ces mesures ne s’appliquent plus \u00e0 la vente d’armes au gouvernement de la RDC, ainsi que les mesures sur les transports.<\/span><\/p>\n
