{"id":40835,"date":"2025-12-03T13:52:06","date_gmt":"2025-12-03T12:52:06","guid":{"rendered":"https:\/\/ipisresearch.be\/?post_type=weekly-briefing&#038;p=40835"},"modified":"2026-02-18T10:14:31","modified_gmt":"2026-02-18T09:14:31","slug":"infrastructure-extraction-and-accountability-around-the-lobito-corridor-in-southern-drc","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/fr\/weekly-briefing\/infrastructure-extraction-and-accountability-around-the-lobito-corridor-in-southern-drc\/","title":{"rendered":"Infrastructure, extraction, and accountability around the Lobito Corridor in southern DRC\u00a0"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\" id=\"h-geopolitical-framing-of-the-lobito-corridor-nbsp-nbsp\">Geopolitical framing of the Lobito Corridor&nbsp;&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Lobito Corridor aims to connect the port of Lobito (Angola) to mineral-rich provinces of Haut-Katanga and Lualaba in the Democratic Republic of Congo (DRC), as well as the Zambian Copperbelt through a combination of rehabilitated and newly constructed rail infrastructure. Although <a href=\"https:\/\/icglr.org\/images\/pdf_files\/project_3-3-3-_lobito_corridor_project.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">not a new initiative<\/a>, the project became a flagship of the EU\u2019s Global Gateway and the US Partnership for Global Infrastructure and Investment (PGII) following the <a href=\"https:\/\/international-partnerships.ec.europa.eu\/policies\/global-gateway\/connecting-democratic-republic-congo-zambia-and-angola-global-markets-through-lobito-corridor_en\" target=\"_blank\" rel=\"noreferrer noopener\">announcement of European Commission President von der Leyen in September 2023<\/a>. The Corridor is part of the Memoranda of Understanding (MoUs) on critical minerals value chains that the EU has signed with <a href=\"https:\/\/international-partnerships.ec.europa.eu\/policies\/global-gateway\/critical-raw-materials-crm-partnership-roadmap-zambia_en\" target=\"_blank\" rel=\"noreferrer noopener\">Zambia<\/a> and the <a href=\"https:\/\/international-partnerships.ec.europa.eu\/countries\/democratic-republic-congo_en#related-links\" target=\"_blank\" rel=\"noreferrer noopener\">DRC<\/a>. These MoUs complement the <a href=\"https:\/\/zm.usembassy.gov\/wp-content\/uploads\/sites\/44\/2024\/05\/Lobito_Corridor_MOU.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">seven-party MoU<\/a> signed in October 2023 between the US, the EU, Angola, DRC, Zambia, the African Development Bank Group (AfDB) and the African Finance Corporation (AFC) to develop the Lobito Corridor. These complementary agreements provide a <a href=\"https:\/\/ecdpm.org\/application\/files\/6217\/6235\/7263\/The-Lobito-Corridor-Between-European-geopolitics-African-agency-ECDPM-Discussion-Paper-386-2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">comprehensive understanding of how the EU sees the Lobito Corridor as a way to increase its access to minerals<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Framed as \u201c<a href=\"https:\/\/www.ecofinagency.com\/news\/2110-49711-dr-congo-seeks-500-million-world-bank-loan-for-lobito-corridor-project\" target=\"_blank\" rel=\"noreferrer noopener\">Africa\u2019s first open-access transcontinental railway<\/a>\u201d and a \u201cclean corridor\u201d for critical raw materials, the Lobito Corridor is presented by the EU and the US as a driver of regional integration, improved infrastructure in host countries, and faster transport of critical raw minerals to global markets. However, these ambitions sit alongside wider concerns, raised both <a href=\"https:\/\/www.fern.org\/id\/publications-insight\/the-clean-energy-transition-in-the-drc\/\" target=\"_blank\" rel=\"noreferrer noopener\">within EU institutions and among civil society<\/a>, about who will ultimately benefit from the project, and whether its promised development gains will extend to communities living along the Corridor. These questions take on particular significance in the context of the <a href=\"https:\/\/single-market-economy.ec.europa.eu\/sectors\/raw-materials\/areas-specific-interest\/critical-raw-materials\/critical-raw-materials-act_en\" target=\"_blank\" rel=\"noreferrer noopener\">EU\u2019s Critical Raw Materials Act<\/a> (CRMA), which reflects Europe\u2019s strategic interest in securing access to critical minerals. In the DRC, this intersects with longstanding governance challenges linked to industrial mining, revenue management, land use, and community rights, as well as the interactions between artisanal and small-scale mining (ASM) and large-scale mining (LSM). Thus, this briefing aims first to clarify what is meant by the \u201cLobito Corridor\u201d, and second to assess how such infrastructure investments could benefit local communities in southern DRC\u2019s mineral-rich regions.&nbsp;<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-medium-font-size\" id=\"h-infrastructure-and-investment-landscape-nbsp\">Infrastructure and investment landscape&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Corridor consists of: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A brownfield railway line (Phase 1) -i.e. the rehabilitation railway- connecting Lobito (Angola) to Kolwezi (DRC). <\/li>\n\n\n\n<li>A greenfield (newly developed) railway line (Phase 2) connecting Lobito (Angola) to Chingola (Zambia). <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/12\/Lobito-Corridor.png\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"763\" src=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/12\/Lobito-Corridor-1024x763.png\" alt=\"\" class=\"wp-image-40839\" srcset=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/12\/Lobito-Corridor-1024x763.png 1024w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/12\/Lobito-Corridor-300x224.png 300w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/12\/Lobito-Corridor-768x572.png 768w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/12\/Lobito-Corridor.png 1424w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\"><em>Map of the recommended corridors transport links and areas of interest of the <a href=\"https:\/\/international-partnerships.ec.europa.eu\/policies\/global-gateway\/connecting-democratic-republic-congo-zambia-and-angola-global-markets-through-lobito-corridor_en\" target=\"_blank\" rel=\"noreferrer noopener\">EU Commission<\/a>.<\/em> \u00a9European Commission<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Angolan section, known as the Benguela Railway, connects the port of Lobito to the Angola-DRC border at Luau-Dilolo. This line, rehabilitated between 2006 and 2014 through a Chinese loan, is currently operated by the Lobito Atlantic Railway (LAR) consortium (Trafigura, Mota-Engil, Vecturis). The consortium has pledged to <a href=\"https:\/\/www.lobitoatlantic.com\/\">invest $455 million in Angola, $100 million in DRC, and $1 billion in Zambia.&nbsp;<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the DRC, the Dilolo\u2013Kolwezi section is operated by the national railway company Soci\u00e9t\u00e9 Nationale des Chemins de fer du Congo (SNCC). Yet, the railway is only partially functional, severely degraded, operating at speeds of 10\u201315 km\/h, and currently using less than 5 % of its capacity. An <a href=\"https:\/\/copperbeltkatangamining.com\/eu-us-delegation-presents-6-billion-lobito-corridor-study-in-kinshasa\/\" target=\"_blank\" rel=\"noreferrer noopener\">EU\/US pre-feasibility study<\/a> was presented in September 2025, and in October 2025, the DRC Minister of Finance submitted a request to the World Bank for a <a href=\"https:\/\/www.ecofinagency.com\/news\/2110-49711-dr-congo-seeks-500-million-world-bank-loan-for-lobito-corridor-project\" target=\"_blank\" rel=\"noreferrer noopener\">$500 million loan for rehabilitation<\/a>. Moreover, plans to expand the railway from Kolwezi to the Kamoa-Kakula mine, owned by Ivanhoe, are advancing, supported by <a href=\"https:\/\/www.lobitocorridor.org\/post\/lobito-corridor-energized-by-150-million-afc-loan-for-kamoa-kakula-expansion\" target=\"_blank\" rel=\"noreferrer noopener\">a $150 million loan from the AFC<\/a>. Despite challenges posed by defective infrastructure in the DRC, the Corridor already enables copper exports from the country\u2019s Copperbelt to the Lobito port. In 2023, Ivanhoe made <a href=\"https:\/\/www.ivanhoemines.com\/news-stories\/news-release\/ivanhoe-mines-kamoa-kakula-signs-term-sheet-to-export-copper-along-lobito-atlantic-railway-corridor\/\" target=\"_blank\" rel=\"noreferrer noopener\">its first shipments<\/a> from Kamoa-Kakula via the Lobito Corridor railway. Following this, in February 2024, the company announced that up to 240,000 tons of copper would be transported annually through the Corridor starting in 2025.&nbsp;<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-lobito-s-dual-narrative-from-connectivity-to-extractivism-nbsp\">The Lobito\u2019s dual narrative, from connectivity to extractivism?&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As these processes unfold, questions persist regarding who will ultimately control and benefit from the railway and what social, environmental, and governance safeguards will be in place to protect mining-affected communities along the corridor. The EU frames the Lobito Corridor as part of its <a href=\"https:\/\/commission.europa.eu\/topics\/international-partnerships\/global-gateway_en\" target=\"_blank\" rel=\"noreferrer noopener\">broader Global Gateway strategy<\/a>, which aims to combine development objectives with the strategic securing of critical supply chains, particularly for minerals essential to Europe\u2019s energy and digital transitions. While EU investors emphasize that the Lobito Corridor will facilitate <a href=\"https:\/\/international-partnerships.ec.europa.eu\/lobito-corridor-building-future-together_en\" target=\"_blank\" rel=\"noreferrer noopener\">not only mineral exports but also agricultural goods and general freight<\/a>, this contrasts with <a href=\"https:\/\/ecdpm.org\/application\/files\/6217\/6235\/7263\/The-Lobito-Corridor-Between-European-geopolitics-African-agency-ECDPM-Discussion-Paper-386-2025.pdf\">Lobito Atlantic Railway<\/a>\u2019s current commercial focus, which is primarily oriented toward mineral transport. This contrast also raises a broader question: why is this corridor being prioritized in the Copperbelt, and who is ultimately intended to benefit from its development?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concerns around transparency also persist, particularly regarding the use and oversight of EU funds within the Global Gateway framework. In EU communications, the corridor\u2019s expected development impacts are often framed in terms of <a href=\"https:\/\/international-partnerships.ec.europa.eu\/lobito-corridor-building-future-together_en#:~:text=By%20reducing%20freight%20transit%20time,jobs%20and%20lowering%20carbon%20emissions.\" target=\"_blank\" rel=\"noreferrer noopener\">improved logistics for agricultural exports and, more generally, enhanced regional trade<\/a>. However, how these projected benefits would materialize for communities along the corridor, and how they relate to the governance challenges embedded in the Copperbelt\u2019s extractive economy, remains unclear.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When a European Parliament delegation visited DRC in November 2025, it sought to \u201c<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20251023IPR31097\/meps-to-visit-democratic-republic-of-the-congo\" target=\"_blank\" rel=\"noreferrer noopener\">assess the EU\u2019s approach to sustainable development in fragile settings, and what lessons can be learned on the practical implementation of the development\u2013humanitarian\u2013peace nexus<\/a>.\u201d The visit included exchanges with stakeholders in Lubumbashi to examine <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20251023IPR31097\/meps-to-visit-democratic-republic-of-the-congo\" target=\"_blank\" rel=\"noreferrer noopener\">how the EU Global Gateway initiative, and specifically the Lobito Corridor, function in practice<\/a>. These inquiries signal growing scrutiny, not only of governance and community-level outcomes, but also of whether project objectives and financial flows are being communicated clearly and transparently to affected populations.&nbsp;<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-governance-hotspots-along-the-corridor-the-drc-s-copperbelt-nbsp-nbsp\">Governance hotspots along the Corridor: the DRC\u2019s Copperbelt&nbsp;&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The DRC hosts the world\u2019s largest cobalt reserves and remains the leading global producer. The southern provinces of Lualaba and Haut-Katanga produced <a href=\"https:\/\/www.cobaltinstitute.org\/wp-content\/uploads\/2025\/05\/Cobalt-Market-Report-2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">approximately 213,000 tons of cobalt&nbsp;<\/a> and <a href=\"https:\/\/copperbeltkatangamining.com\/the-drc-nearly-produced-600000-tonnes-of-copper-in-the-1st-quarter-of-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">595,000 tons of copper annually<\/a>, accounting for around <a href=\"https:\/\/natural-resources.canada.ca\/minerals-mining\/mining-data-statistics-analysis\/minerals-metals-facts\/cobalt-facts\" target=\"_blank\" rel=\"noreferrer noopener\">73% of global cobalt production<\/a> and <a href=\"https:\/\/icsg.org\/download\/2025-10-the-world-copper-factbook\/?ind=68ece711240a5&amp;filename=Factbook2025.pdf&amp;wpdmdl=8908&amp;refresh=68ece7507eb111760356176\" target=\"_blank\" rel=\"noreferrer noopener\">14% of copper production<\/a>. Copper and cobalt extraction in the Copperbelt is dominated by LSM, including projects such as <a href=\"https:\/\/www.ivanhoemines.com\/what-we-do\/operations-projects\/kamoa-kakula-mining-complex\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kamoa-Kakula<\/a>, <a href=\"https:\/\/tfmofficial.com\/en\/home\" target=\"_blank\" rel=\"noreferrer noopener\">Tenke Fungurume<\/a>, <a href=\"https:\/\/www.kamotocoppercompany.com\/en\" target=\"_blank\" rel=\"noreferrer noopener\">Kamoto Copper Company<\/a>, and <a href=\"https:\/\/www.eurasianresources.lu\/en\/pages\/all-enterprises\/frontier\" target=\"_blank\" rel=\"noreferrer noopener\">ERG\u2019s Frontier Mine<\/a>. Industrial mining comes with <a href=\"https:\/\/www.oecd.org\/content\/dam\/oecd\/en\/publications\/reports\/2019\/11\/interconnected-supply-chains_cec91fc0\/576804e7-en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">related governance challenges<\/a>. Persistent risks, such as corruption, revenue mismanagement, concession opacity, and money-laundering vulnerabilities, continue to undermine oversight and accountability. These challenges coexist with significant social and environmental impacts linked to industrial operations, including displacement and pollution.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside LSM, ASM remains a critical livelihood source in the Copperbelt. \u201cFormal\u201d ASM, conducted under recognized permits, with some degree of regulatory oversight, represents a minor share of total output. By contrast, informal ASM involves tens of thousands of miners working in residential areas, industrial concessions, waste dumps, and zones awaiting industrial expansion. In these spaces, miners <a href=\"https:\/\/www.crg-ghent.be\/the-politics-of-time-at-the-asm-lsm-interface-in-south-eastern-democratic-republic-of-congo\/\" target=\"_blank\" rel=\"noreferrer noopener\">increasingly face land acquisition pressures, industrial encroachment, and exclusion from \u201cresponsible\u201d or \u201cclean\u201d supply chains<\/a>. Despite these challenges, ASM provides direct or indirect income to an <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2214790X21000290?via%3Dihub\" target=\"_blank\" rel=\"noreferrer noopener\">estimated 60% of households in southeastern DRC and employs around 150,000 people<\/a>, highlighting its socio-economic importance. The ways ASM is organized, and whether it operates legally or informally, shape how minerals move into formal or informal supply chains. These differences also condition interactions with LSM actors, leading to outcomes that range from informal coexistence and negotiated access to disputes over land use and security interventions. These dynamics <a href=\"https:\/\/www.oecd.org\/content\/dam\/oecd\/en\/publications\/reports\/2019\/11\/interconnected-supply-chains_cec91fc0\/576804e7-en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">complicate risk management, regulatory enforcement, and responsible sourcing efforts<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While conflict-financing risks are generally lower in cobalt and copper supply chains than in those of 3TG (tin, tungsten, tantalum, and gold), other governance risks persist, including abuses by public or private security forces, extortion, and the falsification of mineral origin. <a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2012\/12\/201212_CIFOR.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Local authorities and civil society highlight the importance of establishing viable Zones d\u2019Exploitation Artisanale (ZEAs)<\/a> to enable artisanal miners to maintain livelihoods under safer and more regulated conditions. Despite this, <a href=\"https:\/\/www.securityhumanrightshub.org\/media\/pdf\/resources\/Baseline+Study+Cobalt+ASM+Mining+-+7.28.2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ZEAs remain scarce, poorly located, or non-operational<\/a>, limiting their ability to reduce tensions or prevent evictions from LSM concessions<sup>1<\/sup><sup data-fn=\"f486fa9e-a1a5-4ef4-bc97-8af2bee0170d\" class=\"fn\"><a id=\"f486fa9e-a1a5-4ef4-bc97-8af2bee0170d-link\" href=\"#f486fa9e-a1a5-4ef4-bc97-8af2bee0170d\">1<\/a><\/sup>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Increased international investment, such as the EU\u2019s engagement through the Lobito Corridor, may intensify competition around mine sites, trading hubs, and transport routes. This amplifies the need for due diligence and measures that address both LSM and ASM governance risks, as well as border-related challenges. In particular, <a href=\"https:\/\/ecdpm.org\/work\/lobito-corridor-between-european-geopolitics-and-african-agency\">persistent inefficiencies and regulatory barriers disproportionately affect women engaged in informal cross-border trade<\/a>, restricting economic participation and heightening vulnerabilities linked to informal trading practices and mineral flows.&nbsp;<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-governance-and-policy-implications-beyond-the-tracks-nbsp\">Governance and policy implications: beyond the tracks&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Lobito Corridor sits at the intersection of global demand for critical minerals, regional infrastructure ambitions, and longstanding governance challenges in the Copperbelt region, and in particular in southern DRC. The project provides a test of whether EU development rhetoric can meaningfully engage with the governance and social realities that shape extraction in southern DRC. As the initiative moves from political commitment to concrete investments, its developmental impact will depend less on the construction of railway infrastructure and more on how these investments interact with existing mining laws, land-use regulations, and enforcement practices, as well as with ASM\u2013LSM dynamics and the rights of mining-affected communities.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key questions remain regarding how ASM actors and local communities will be integrated, or excluded, from Corridor-related investments. Given ASM\u2019s role as a major livelihood provider in the Copperbelt, new infrastructure could either create opportunities through improved market access, or on the contrary, intensify pressures on miners already facing displacement from industrial concessions. Similarly, enhanced transport links may reshape the geography of informal extraction and trade, potentially shifting trading routes, attracting new intermediaries, and altering local security practices around mine sites and along transport corridors. Uncertainty also persists regarding who stands to benefit economically. While EU framing emphasizes regional trade and agricultural exports, the dominant commercial logic on the ground remains tied to mineral transport. Without deliberate redistribution mechanisms, there is a risk that the Corridor will primarily serve industrial operators and export interests rather than communities in mining-affected areas. More broadly, the initiative raises the question of whether the Global Gateway narrative can move beyond a logistics-driven approach toward one based on governance, transparency, and community rights.
