{"id":3989,"date":"2013-10-03T14:16:47","date_gmt":"2013-10-03T12:16:47","guid":{"rendered":"http:\/\/ipisresearch.be\/?post_type=weekly-briefing&#038;p=3989"},"modified":"2020-09-01T10:44:26","modified_gmt":"2020-09-01T08:44:26","slug":"26-september-2-oktober-2013","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/fr\/weekly-briefing\/26-september-2-oktober-2013\/","title":{"rendered":"26 September &#8211; 2 October 2013"},"content":{"rendered":"<h1><strong>NEWS IN BRIEF<\/strong><\/h1>\n<p>Last week, the UN Security Council passed its first resolution dedicated exclusively to the issue of\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*SALW\">small arms and light weapons<\/a>.According to a\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*UN HR\">UN report<\/a>\u00a0covering the period from November 2011 to May 2013, the human rights situation in eastern DR Congo significantly deteriorated, despite the Government\u2019s efforts, with the majority of violations being committed by security and defence forces as well as by combatants of M23 and other armed groups. The security and human rights situation has not improved over the last months, as described by UN Secretary-General Ban Ki-moon in his report on the implementation of the Addis Ababa<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*Framework\">Framework<\/a>\u00a0Agreement. On the margins of the UN General Assembly, African heads of state met to discuss the conflict.In Kampala, the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*Kampala\">talks<\/a>\u00a0with M23, by now well beyond the deadline of two weeks set by the ICGLR, seem to be at a deadlock over the issue of amnesty and integration into the Congolese army.In Rutshuru, North Kivu, the settlement of about 200\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*Rwandophones\">Rwandophone families<\/a>\u00a0in a zone controlled by M23 has caused\u00a0controversy.\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*Masisi\">Masisi<\/a>, also in North Kivu, saw some heavy fighting again between several armed groups.In southern\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*Irumu\">Ituri<\/a>, clashes between the Congolese army (FARDC) and FRPI rebels continued. The local population of the villages retaken by FARDC is accusing the army of pillaging, torturing and killing civilians.Elsewhere in Province Orientale, local civil society and authorities say military and police commit abuses in the gold and diamond mines and along roads and rivers in\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*Bafwasende\">Banalia and Bafwasende<\/a>.\u00a0The US has decided to suspend\u00a0its military aid to\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*Rwanda aid\">Rwanda<\/a>\u00a0because it supports\u00a0the M23 rebel movement in the DRC, which uses child soldiers.\u00a0A\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=85#*summit CAR\">meeting<\/a>\u00a0on the sidelines of the UN General Assembly on the catastrophic situation in the Central African Republic does not seem to lead to concrete results.
