{"id":3979,"date":"2013-09-12T13:39:49","date_gmt":"2013-09-12T11:39:49","guid":{"rendered":"http:\/\/ipisresearch.be\/?post_type=weekly-briefing&#038;p=3979"},"modified":"2020-09-01T10:45:08","modified_gmt":"2020-09-01T08:45:08","slug":"5-11-september","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/fr\/weekly-briefing\/5-11-september\/","title":{"rendered":"5 &#8211; 11 September 2013"},"content":{"rendered":"<h1><strong>EDITORIAL<\/strong><\/h1>\n<p>As clashes with the M23 in the DRC stalled for peace talks this week, the Central African Republic has seen reports of over 100 casualties (figure unconfirmed) as a result of\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=82#Clashes\">clashes between Seleka rebels and fighters loyal to Francoise Bozize<\/a>\u00a0in Bassangoa. Hostilities have also spread to Buoar. Men claiming to the loyal to the ex-president are said to have attacked villages and national forces in the northwest of the country, with some localities now under their control. Seleka reinforcements have been dispatched but are said to be committing further serious abuses, and a\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=82#UNHCR\">Joint UNHCR verification mission<\/a>\u00a0reporting abandoned villages, mass displacement and evidence of widespread human rights abuse has prompted calls of alarm from UN agencies. In Bangui, as the government continues its attempts to\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=82#Disarm\">disarm rouge elements of the Seleka<\/a>, the first 16 rebels have been convicted and sentenced for abuses by a Bangui court. The national army\u2019s inability to stem the violence in the north led D\u2019jotodia to dismiss CAR\u2019s defence minister.<\/p>\n<p>&nbsp;<\/p>\n<p>In Kampala, with the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=82#ICGLR\">ICGLR<\/a>\u00a0calling for the cessation of hostilities and resumption of\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=82#Kampala\">talks between the M23 and the DRC<\/a>\u00a0hot on the heels of last weeks successful FARDC\/MONUSCO offensive against the rebels, the M23 has suggested it is willing to demobilize without conditions on reintegration. Leader, Bertrand Bisimwa, has stated that disarmament is conditional upon neutralisation of the FDLR and the return of Congolese Tutsi refugees. The UN Special Envoy for the Great Lakes has said that amnesty for serious abuses should not be on the table during the talks, which regional heads have demanded be finalised within two weeks.<\/p>\n<p>&nbsp;<\/p>\n<p>In\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=82#NK\">North Kivu<\/a>\u00a0the NDC Cheka militia are reported to be committing atrocities in Pinga, including killings, mutilations and cannibalism. FARDC Deserter Colonel Richard Bisamaza has been arrested with a dozen of his men in Kagese by the Ugandan armed forces.\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=82#GW\">Global Witness<\/a>\u00a0has called on the Congolese government to open its impending hydrocarbons legislation up to public consultation expressing particular concern about provisions concerning the exploitation of oil in protected areas.
