{"id":3892,"date":"2013-04-18T15:56:26","date_gmt":"2013-04-18T13:56:26","guid":{"rendered":"http:\/\/ipisresearch.be\/?post_type=weekly-briefing&#038;p=3892"},"modified":"2020-09-01T10:50:18","modified_gmt":"2020-09-01T08:50:18","slug":"11-17-april-2013-2","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/fr\/weekly-briefing\/11-17-april-2013-2\/","title":{"rendered":"11 &#8211; 17 April 2013"},"content":{"rendered":"<p><a class=\"button\" href=\"https:\/\/ipisresearch.be\/\/wp-content\/uploads\/2016\/03\/IPIS_briefing_11-04-13.pdf\">DOWNLOAD PDF<\/a><\/p>\n<h1><strong>EDITORIAL<\/strong><\/h1>\n<p>This week the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*M23\">M23<\/a>\u00a0rebel movement continued to oppose and threaten the UN<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*Intervention Brigade\">Intervention Brigade<\/a>, which was approved by the Security Council on 28 March and whose aim is to actively fight the armed groups in eastern DRC. According to a UN top military official, the Brigade\u2019s deployment is \u201c<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*imminent\">imminent<\/a>\u201d. It will number\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*3069\">3069 men<\/a>, from Tanzania, South Africa and Malawi.<br \/>\nWhile no progress was made at the recently resumed talks in\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*Kampala\">Kampala<\/a>\u00a0between Kinshasa and M23, the latter reintegrated\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*Bosco\">450 men<\/a>\u00a0of the defeated pro-Bosco Ntaganda faction.<br \/>\nThe Mai-Mai\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*Raia\">Raia Mutomboki<\/a>\u00a0were active in Mwenga and Shabunda, South Kivu; a report on this large armed group was published this week by the Rift Valley Institute\u2019s Usalama Project.<br \/>\nAnother Mai-Mai group clashed with the FDLR in a gold-rich locality in\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*Lubero\">Lubero<\/a>, northern North Kivu.<br \/>\nThe deputy commander of the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*FDLR\">FDLR<\/a>, General Stanislas Nzeyimana, was reportedly arrested in Tanzania.<br \/>\nIn connection with the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*Minova\">mass rape<\/a>\u00a0incident in November 2012 in and around Minova, South Kivu, the DRC last week suspended 12 senior military officers. The UN had demanded that the Congolese government take appropriate action in this case, saying it would suspend all cooperation with the Congolese army units suspected of being involved in the over 100 rapes. One of the\u00a0battalions involved was reportedly trained by the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*US\">US<\/a>.<br \/>\nIn the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*CAR\">Central African Republic<\/a>\u00a0(CAR) coup leader Michel Djotodia was elected president by the newly formed National Transition Council, composed of 105 members from all political components\u00a0of the country and civil society. Meanwhile, the UN denounced the deterioration of the humanitarian situation and the continued grave human violations across the country. In the capital Bangui the past week was particularly violent with looting and fighting between Seleka elements and the population, in which about\u00a020 people died.<br \/>\nThe DR Congo banned the export of\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*ban on concentrates\">unprocessed copper and cobalt<\/a>, to force mining companies to add value to minerals before shipping them.<br \/>\nIT company HP published a list of the 195\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=63#*HP\">smelters<\/a>\u00a0it has identified within its supply chain, as a first step in an effort to achieve a conflict-free supply chain for tantalum, tin, tungsten and gold from the DR Congo.<\/p>\n<h1><strong>IPIS&rsquo; News<\/strong><\/h1>\n<p>The\u00a0<a href=\"https:\/\/ipisresearch.be\/\/download.php?id=408\">IPIS Annual Report 2012<\/a>\u00a0was presented to the General Assembly and is now available online.
