\n<\/strong>In a surprising development, ICC-indicted Congolese warlord\u00a0Bosco Ntaganda<\/a>\u00a0showed up in the US Embassy in Kigali, Rwanda, on Monday, asking to be transferred to the International Criminal Court. Two days earlier, the faction of the\u00a0M23<\/a>\u00a0rebel movement loyal to him had been chased from its stronghold in North Kivu by the rival pro-Makenga faction, and had fled into neighbouring Rwanda. Ntaganda is to be transferred to The Hague within the next days. He will stand trial for war crimes and crimes against humanity committed between 2002 and 2003 in Ituri. The charges include recruiting and deploying child soldiers, murder, rape and sexual slavery.
\nAlso on Monday, former President of Ireland Mary Robinson was appointed\u00a0UN Envoy<\/a>for the Great Lakes Region. Her role will be to support the Framework agreement for the DRC and the Great Lakes Region that was signed in Addis Ababa in February.
\nHeavy fighting took place in\u00a0Walikale<\/a>\u00a0territory, North Kivu, between the Raia Mutomboki militia and the Congolese army (FARDC).
\nIn the Central African Republic (CAR) the situation is deteriorating again. While last week the\u00a0UN<\/a>\u00a0envoy to CAR had cited reports of widespread rape, looting, recruitment of children and risk of starvation, on Sunday the Seleka rebel coalition gave the Government a 72-hour\u00a0ultimatum<\/a>\u00a0to meet a series of demands, including the liberation of political prisoners and the departure of the South African troops in the capital Bangui. On Wednesday the rebels said they were ending the ceasefire that was agreed on in the January Libreville peace deal.
\nThe\u00a0EU<\/a>\u00a0failed to agree on a planned transparency law requiring oil, gas and mining companies to declare their payments to governments.
\nThe DR Congo was ranked last, together with Niger, on the UNDP\u2019s\u00a0Human Development Index<\/a>\u00a0for 2012.

\nSeveral hundred fighters from the Democratic Republic of Congo’s M23 rebel group fled to neighbouring Rwanda Friday and Saturday after heavy fighting with a rival faction, Rwandan officials said. Rwandan Foreign Minister Louise Mushikiwabo confirmed that 600 fighters were among an influx of people that crossed into her country late Friday and early Saturday from DR Congo’s chronically restive east.
\n\u00ab\u00a0The soldiers and officers from DR Congo that have entered Rwanda have been disarmed and detained. Several wounded among them are receiving treatment with assistance from the Red Cross,\u00a0\u00bb she said in a statement.
\nAmong the fighters was M23’s ex-political leader Jean-Marie Runiga, whose faction has been fighting rivals loyal to the group’s military chief, Sultani Makenga, since March 9.

\nFierce fighting between two DR Congo rebel factions of M23 broke out on Friday with one group led by Gen. Sultani Makenga causing 718 rebel fighters led by ex-political leader Jean-Marie Runiga to flee to Rwanda.
\nAmong those who fled to Rwanda include close to 50 politicians in Runiga’s faction as well as Col. Baudoin Ngaruye, who a few weeks defected to Runiga’s camp.
\nUpon arrival in Rwanda, the rebels were disarmed and secured at Gasizi and Kabuhanga hills in Rubavu District along the Rwanda-DR Congo border, Army spokesman Brig. Joseph Nzabamwita said.
\nAt Gasizi, the rebels looked worn out, dressed in civilian and military attires. Among them were 159 casualties.
\nThe rebels crossed over with weapons that included submachine guns, machine guns, 12.5mm, Rocket Propelled Grenade Launchers (RPGs) pistols and ammunition.<\/p>\n
