They fear that rising <a href=\"#tensions\">political tensions<\/a> in the run-up to the presidential elections, which are to be held in November, will cause an increase in violence. Opposition sources have already reported the shutdown of some of their media channels by the authorities in Lubumbashi. Human Rights Watch also denounced a lack of progress in the investigation of the mass grave in Maluku (Kinshasa), which was discovered last year and allegedly contains the remains of 421 people. Meanwhile, the Congolese Minister of Foreign Affairs asked the UN Security Council to reduce by half the amount of <a href=\"#Monusco\">MONUSCO<\/a> peacekeepers by the end of 2016.<\/p>\n<p style=\"text-align: justify;\">In <a href=\"#NK\">North Kivu<\/a>, clashes between Congolese soldiers and ADF militia members on March 16 in Beni territory resulted in the death of two of the rebels. The FARDC reported to have repelled another attack by the ADF in the same region on Saturday, March 19. This Monday, March 21, the army launched military operations against Mai Mai Nyatura in Masisi territory. In Rutshuru territory, unidentified armed men attacked a priest on Sunday, injuring him severely. Locals attributed the assault to FDLR elements. That same day, the Nande community saw the murder of one of their own priests and spokespersons, Vincent Machozi. In <a href=\"#SK\">South Kivu<\/a>, civil soiety in Kalehe territory reported a heightened activity of Raia Mutomboki and other armed groups in several localities of the territory. Civil society in <a href=\"#KC\">Kongo Central<\/a> reported several armed attacks in Matadi and Tshela territories, yet local police deny a rise in insecurity.<\/p>\n<p style=\"text-align: justify;\"><a href=\"#Burundi\">Burundi<\/a> saw the <a href=\"#assassinations\">assassination<\/a> of two army officers on Tuesday, March 22. Lieutenant Colonel Darius Ikutare and Major Didier Muhumpundu were announced dead only a few hours apart. The former was being accused of repressing opponents of President Nkurunziza. In <a href=\"#Uganda\">Uganda<\/a>, opposition leader Kizza Besigiye has been under house arrest for over a month, after losing the elections to current President Museveni. In the <a href=\"#CAR\">Central African Republic<\/a>, LRA elements reportedly looted property of the local population near Dembia on March 18. She highlighted the challenges that remained before the new Government, which included the persistence of violence in some areas, the alarmingly high level of violence against women, deplorable conditions in prisons, and the independence of the judiciary.
