{"id":3832,"date":"2015-06-14T14:37:18","date_gmt":"2015-06-14T12:37:18","guid":{"rendered":"http:\/\/ipisresearch.be\/?post_type=publication&#038;p=3832"},"modified":"2020-09-01T10:24:29","modified_gmt":"2020-09-01T08:24:29","slug":"arms-trade-highlights-january-may-2015","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/fr\/weekly-briefing\/arms-trade-highlights-january-may-2015\/","title":{"rendered":"Arms Trade Highlights: January &#8211; May 2015"},"content":{"rendered":"<p class=\"western\" style=\"text-align: justify;\"><span lang=\"en-GB\">The landmark <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#ATT\"><span lang=\"en-GB\">Arms Trade Treaty<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\"> (ATT), regulating the international trade in conventional arms entered into force on 24 December 2014. With 130 State signatories and 69 ratifications to date, the Convention will see its first Conference of States Parties take place between 24 to 27 August 2015. Missing from the list of signatories are <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#Can\"><span lang=\"en-GB\">Canada<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\">, China, and <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#Russia\"><span lang=\"en-GB\">Russia<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\">. Canada &lsquo;s justification for opting out of the ATT is founded on the claim that it already \u201chas some of the strongest export controls in the world\u201d, though commentators suspect that the stance has been influenced by <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#Canada\"><span lang=\"en-GB\">billion dollar arms contracts with Middle Eastern states<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\">. Likewise, Russia has announced it will not join the ATT on the basis that it is flawed and weak, claiming that it is the task of developing countries to set up arms control systems. Meanwhile, it has sought to <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#Putin\"><span lang=\"en-GB\">boost its exports to Africa, Asia and Latin America<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\">.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"JUSTIFY\"><span lang=\"en-GB\">May saw revelations that France had provided weapons to <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#S\"><span lang=\"en-GB\">Syrian opposition groups<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\"> in 2012 despite the EU arms embargo. The first half of this year saw France and <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#China\"><span lang=\"en-GB\">China<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\"> increase their global arms exports, whilst <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#SK\"><span lang=\"en-GB\">South Korea<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\"> is trying to expand its export market. In <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#WA\"><span lang=\"en-GB\">West Africa<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\">, Cameroon and Nigeria have been on an arms shopping spree. In the wake several violent protests in the United States, President Barack Obama <\/span><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"#US\"><span lang=\"en-GB\">announced a ban<\/span><\/a><\/span><\/span><\/span><span lang=\"en-GB\"> on the federal provision of some types of military-style equipment to local police departments.<\/span><\/p>\n<h1 style=\"text-align: justify;\" align=\"JUSTIFY\">Arms Trade Treaty<a id=\"ATT\"><\/a><a id=\"#Arms\"><\/a><\/h1>\n<p><a name=\"Can\"><\/a><span style=\"color: #000080;\"><span lang=\"zxx\"><span style=\"text-decoration: underline;\"><a class=\"western\" href=\"http:\/\/www.marshillonline.com\/news\/canada-declines-international-arms-trade-treaty\/\">Canada Declines International Arms Trade Treaty<\/a><\/span><\/span><\/span><span lang=\"en-GB\"> | 21 January 2015 | Mars&rsquo; Hill Newspaper<\/span><\/p>\n<p lang=\"en-GB\" align=\"JUSTIFY\">In late December 2014, the International Arms Trade Treaty came into effect. Canada is one of 43 countries in the world that has declined to sign on to the treaty, which aims to regulate the multi-billion dollar global arms trade. Five of the world\u2019s 10 biggest arms exporters\u2014the UK, France, Germany, Spain, and Italy\u2014have already signed the treaty. Additionally, the United States has also signed, though not yet ratified, the treaty, leading many to wonder why Canada has declined to commit to the accord. Tools of repression? Sounds good to us. Stephen Harper\u2019s Conservatives are working to expand Canadian arms exports and the focus is Middle Eastern monarchies entangled in a great deal of violence. At the start of last year the Conservatives announced Canada\u2019s biggest ever arms export agreement. Will it stop arms-dealing nations from selling weapons to human rights abusing regimes?
