2015 ended with sad news: the death of our colleague and friend, Sergio Finardi. The world has lost a brilliant arms trade and defence logistics researcher. Although publicly ignored by some, his research was freely copied by those same entities and often left uncredited. His mark on his field of expertise remains indelible.<\/p>\n
Some of the perpetrators of the 13 November Paris terrorist attacks were resident in Brussels. This tidbit of information was quickly seized by the media in late 2015, with the rolling out of numerous ‘experts’ on the matter. Bold claims were made, but few, if any, facts presented. If some such news reports were to be believed then illegal guns are flooding into Western Europe to threaten our personal security. This has even seen the coining of the term the ‘ant trade’ \u2013 a term refering to the apparent phenomenon of many individuals carrying one arm at a time into Europe with a view to accumulating a stockpile (Inside the ‘Ant Trade’ – how Europe’s terrorists get their guns<\/a><\/u><\/em>, 23 Nov 2015). Whilst seeming current, over-inflated reportage on this issue distracts from and obscures the fact that Italy, France and the United States, amongst others, have over the last couple of years covertly shipped thousands<\/em> of small arms, light weapons and ammunition to Libya and Syria to arm ‘proxy armies’ that have helped to destabilize entire regions \u2013 a matter garnering less headline coverage. Upon arrival, many of these guns have fallen into the wrong hands, or else those holding them have switched sides and are now fighting for jihadis with the guns that ‘we’ supplied. It is argued by some that in arming \u201cproxy forces to carry out their national security agendas\u201d, these governments \u201cuse illicit channels or black market arms brokers to carry out the deal\u201d (Where are the guns in France coming from?<\/a><\/u><\/em>, 16 Nov 2015). Not necessarily. As outlined in a previous IPIS Arms Trade Bulletin, the US Government, for instance, was (and still is) using various legitimate arms brokers to procure weapons in Eastern Europe (Bulgaria, Belarus and other states) for Syrian proxy forces (Meet The Obscure Company Behind America\u2019s Syria Fiasco<\/a><\/u><\/em>, 17 Sep 2015 ) How do we know this? Because these brokers have begun to litigate against each other in US Courts, thereby leading to the disclosure of various documents that make this clear.<\/p>\n Looking at some headlines (\u201cIs Belgium Europe’s favourite gun shop?<\/a><\/u>\u201d<\/em> (BBC); \u201cBelgium\u2019s arms bazaar<\/a><\/u><\/em>\u201d (Financial Times)), one would be forgiven for thinking that Belgium is the go-to place for illegal gun purchases in Europe. One of the arguments used to support this assertion is that Belgium has for centuries been a major producer and exporter of firearms (\u201cIs Belgium Europe’s favourite gun shop?<\/a><\/u><\/em>\u201d, 19 Nov 2015). That might certainly be true – but \u00a0not <\/em>of AK-47 assault rifles \u2013 those used in the attacks in Paris. Indeed, whilst by no means wishing to downplay Belgium\u2019s significance as a transit point for illegal firearms, it is important to put this statement into perspective \u2013 especially in relation to the volume of \u2018legitimate\u2019 weapons supplies to armed groups in unstable regions by afore-mentioned Western governments. As outlined above, such arms can equally be turned against the very governments that supplied them in the first place.<\/p>\n In an excellent analysis of the situation in France (How did the 13 November Paris Killers get their Guns<\/a><\/u><\/em>, 17 Nov 2015), Nic Marsh of PRIO urges caution about the portrayal of Western European countries, including Belgium, as being \u201cawash\u201d with illegal firearms. Reference to some figures<\/a><\/u> on illicit firearms possession and trafficking, as well as the firearms-related homicide rate in Belgium, provides further context to claims regarding the apparent increasing scale of illicit firearms possession and trafficking in the country: in 2014, the Belgian Federal Police recorded 14 criminal offenses related to import, export and transit of weapons and explosives for military use (compared to 1 in 2012), and 134 criminal offenses of illegal trade in firearms (compared to 9 offenses in 2005). Statistics on the illegal possession of firearms highlight 5,101 offenses in 2014 (48 in 2005). And the fire-arms-related homicde rate? The WHO\u2019s most recent (2012) data on Belgium cites 25 reported fire-arms-related homicides (2011: 34; 2010: 36; 2009: 33; 2008: 29; 2007: 35; 2006: 31; 2005: 46). That is a homicide rate of 0.22 per 100,000 inhabitants (2011: 0.3; 2010: 0.33; 2009: 0.3; 2008: 0.27; 2007: 0.32; 2006: 0.29; 2005: 0.43) (European Detailed Mortality Database<\/a><\/u>, WHO). The average rate for the 35 European countries for which data was available for 2012 is 0.24 per 100,000 inhabitants. In EU countries that rate was 0.16 per 100,000 inhabitants in 2012. Such figures must be read in light of the fact that no data is available on the number or type of weapons involved in each offense. Furthermore, in relation to the illegal possession of firearms, it is unclear whether law enforcement authorities have been more successful in detecting firearms-related crime or whether there is indeed an increased presence of illegal weapons<\/a><\/u>. If the latter is true, it might further be questioned whether this increase could be attributed to the higher number of weapons legally acquired prior to 2006, when their possession became illegal with the introduction of more restrictive Belgian arms regulation that year<\/a><\/u>.<\/p>\n It has been duly noted by experts, and yet largely neglected by media outlets citing them, that data on illegal firearms possession must be treated with caution<\/a><\/u>. Firearms-related security risks within Western Europe are undeniably real, must be taken seriously and are understandably called to mind in the wake of horrific events, such as November\u2019s Paris attacks. However, founding assertions that illegal firearms possession constitutes a major security threat in Western Europe on the basis of such data without the necessary nuance and context is ill advised. To the extent that it distracts from arms flows fomenting conflicts that have claimed many thousands of lives elsewhere, it risks undermining the efficacy of the hard-won democracy that we experience as under attack during those events. State conduct in the handling of these conflicts has a direct bearing on security in Europe.
