On Tuesday, January 5, UN Secretary-General Ban Ki Moon recommended to reduce the number of MONUSCO<\/a> staff members by 1700. Meanwhile, South-African General Derick Mbuyiselo Mgwebi replaced General Carlos Alberto dos Santos Cruz as the new commander of the UN Stabilisation Mission\u2019s forces in the DRC.<\/p>\n

In the Democratic Republic of Congo<\/a>, two people were injured in Lubero territory (North-Kivu<\/a>) during violent confrontations between Nande and Hutu communities on Monday, January 4. Meanwhile, civil society members from Tama and Itala village, in the same territory, call on the Congolese government to take military action against FDLR and Ma\u00ef-Ma\u00ef rebels who are active in the area. In South Kivu<\/a>, 10 people were killed in Kalehe and Mwenga territory during clashes between the Congolese military and armed groups. Several villages in Kalehe territory continue to be occupied by nine different militia leaders, who are accused of extortion, arbitrary arrests and looting the population\u2019s property. On Wednesday, January 5, Congolese soldiers reportedly killed six Nyatura rebels and captured a seventh. In the neighbouring territory of Shabunda, 10 Ra\u00efa Mutomboki fighters surrendered to the FARDC last Friday. In Bas-U\u00e9l\u00e9<\/a>, LRA rebels pillaged several villages in Ango territory and kidnapped local residents, who claim that there are no police forces present in their area. Meanwhile, soldiers involved in tracking down LRA rebels in the territory of Bondo, state that they have not received their salaries for three months. In Lagabo village, Ituri<\/a>, four people were arrested for the murder of four members of the Ngiti community, presumably in retaliation for stolen cattle.<\/p>\n

In Burundi<\/a>, the capital Bujumbura continues to see violent attacks<\/a> and killings<\/a>. Grenade explosions and gunfire in several quarters of the city killed a dozen people and injured over 15 others. On January 4, a body was found in Kamange district and two days later, two corpses were discovered in the Nyabagere river. Peace talks<\/a> between Burundian government and opposition, that were set to start this Thursday in Tanzania, were postponed indefinitely. The government did not participate due to the inclusion of actors who, allegedly, support violence. President Nkurunziza also stated that the deployment of African Union peacekeepers would be considered an attack, against which will be responded militarily.<\/p>\n

Meanwhile, the Uganda<\/a>n presidential elections continue to spark tensions, as supporters of rivalling contenders clash during their campaign rallies. This Wednesday, January 6, police dispersed the FDC (Forum for Democratic Change) candidate Besigiye\u2019s supporters by firing teargas and live bullets, gravely injuring one person. In the Central African Republic<\/a>, the first round of the presidential and legislative elections on December 30th<\/sup> had a large turnout. Although voting proceeded largely peacefully, a day later, unidentified armed men attacked MINUSCA troops who were handling electoral materials, injuring three policemen.<\/p>\n

Le rempla\u00e7ant du g\u00e9n\u00e9ral br\u00e9silien Carlos Alberto dos Santos Cruz cumule 35 ans d\u2019exp\u00e9rience militaire et a notamment \u00e9t\u00e9 chef de la Force de l\u2019Op\u00e9ration de l\u2019ONU au Burundi de 2004 \u00e0 2006. Le choix d\u2019un Sud-Africain est symbolique. La nation Arc-en-Ciel est membre de la Communaut\u00e9 de d\u00e9veloppement d\u2019Afrique australe (SADC), qui fournit les 3 000 hommes \u2013 r\u00e9partis \u00e0 parts \u00e9gales entre l\u2019Afrique du Sud, la Tanzanie et le Malawi \u2013 de la brigade d\u2019intervention de la Monusco, au mandat offensif et charg\u00e9e de combattre les nombreux groupes arm\u00e9s qui s\u00e9vissent dans l\u2019Est, instable depuis 20 ans.<\/p>\n

Le secr\u00e9taire g\u00e9n\u00e9ral de l’ONU Ban Ki-moon a recommand\u00e9 de r\u00e9duire de 1 700 hommes les effectifs de la force des Nations unies en R\u00e9publique d\u00e9mocratique du Congo (Monusco), dans un rapport transmis au Conseil de s\u00e9curit\u00e9. M. Ban estime dans le rapport publi\u00e9 mardi qu’une telle r\u00e9duction, la deuxi\u00e8me en deux ans, est possible sans compromettre le mandat de la Monusco si des progr\u00e8s sont faits dans la lutte contre les groupes arm\u00e9s actifs dans l’est du pays. Il propose aussi de r\u00e9orienter davantage la Monusco vers des t\u00e2ches de police dans la perspective des \u00e9lections de novembre prochain. Les personnes qui sont en train de poser ces genres d\u2019actes sur les r\u00e9seaux sociaux risquent d\u2019\u00eatre poursuivies \u00e0 la longue\u00bb, a-t-il d\u00e9clar\u00e9 mercredi 30 devant la presse \u00e0 Beni.<\/p>\n

Quarante-quatre cas de meurtres ont \u00e9t\u00e9 enregistr\u00e9s, en 2015, dans le territoire de Nyirangongo, \u00e0 une vingtaine de km au Nord de Goma (Nord-Kivu). Le pr\u00e9sident de la communaut\u00e9 Kumu a fait ce bilan au cours d\u2019une declaration mercredi 30 d\u00e9cembre, \u00e0 Goma, chef-lieu de la province. Il a \u00e9galement indiqu\u00e9 que quinze personnes ont \u00e9t\u00e9 enlev\u00e9es et le corps de Monsieur Sebuzi Itimana a \u00e9t\u00e9 port\u00e9 disparu au cours de cette ann\u00e9e 2015.<\/p>\n

Deux autres personnes ont \u00e9t\u00e9 bless\u00e9es \u00e0 la machette lundi 4 janvier \u00e0 Miriki et Luhofu \u00e0 Lubero (Nord-Kivu) \u00e0 la suite des affrontements entre des membres de la communaut\u00e9 Nande et ceux de la communaut\u00e9 Hutu. Une vive tension r\u00e8gne depuis trois jours entre les deux communaut\u00e9s. Des bagarres sporadiques opposant leurs membres sont signal\u00e9s depuis dimanche. D\u2019apr\u00e8s des sources locales, tout est parti de l\u2019arrestation par la police locale de sept membres de l\u2019ethnie hutu, accus\u00e9s par les populations autochtones de l\u2019ethnie Nande de s\u2019\u00eatre approvisionn\u00e9s dans leurs champs sans autorisation.<\/span><\/p>\n

La soci\u00e9t\u00e9 civile des groupements de Tama et Itala, en territoire de Lubero (Nord-Kivu), appelle le gouvernement congolais \u00e0 lancer les op\u00e9rations militaires contre les rebelles rwandais des FDLR et les Ma\u00ef-Ma\u00ef de l\u2019Union des patriotes congolais pour la paix (UPCP), actifs dans la zone. Cette structure a lanc\u00e9 cet appel dans un communiqu\u00e9, publi\u00e9 mardi 5 d\u00e9cembre, \u00e0 Lubero-centre. Selon la soci\u00e9t\u00e9 civile de Tama et Itala, les op\u00e9rations militaires vont permettre au gouvernement de mettre fin aux multiples exactions que des hommes arm\u00e9s commettent contre les populations civiles.<\/span><\/p>\n

Le r\u00e9veillon de nouvel an a \u00e9t\u00e9 meurtrier dans les territoires de Kalehe et de Mwenga au Sud-Kivu. Huit personnes ont \u00e9t\u00e9 tu\u00e9es au cours des affrontements entre les militaires congolais et des groupes arm\u00e9s. Dans le territoire de Kalehe, le r\u00e9veillon a \u00e9t\u00e9 perturb\u00e9 par des affrontements qui ont oppos\u00e9 des combattants Nyatura aux Forces arm\u00e9es de la RDC (FARDC). Des sources militaires indiquent que les \u00e9l\u00e9ments du bataillon sp\u00e9cial de l\u2019arm\u00e9e ont ripost\u00e9 \u00e0 une attaque, tuant 6 miliciens sur la route Kafufula-Katale. Deux armes AK 47 ont \u00e9t\u00e9 r\u00e9cup\u00e9r\u00e9es par les militaires. Dans la localit\u00e9 de Bunyakiri dans le m\u00eame territoire, un chef de groupement a \u00e9t\u00e9 tu\u00e9 au cours de la m\u00eame nuit de r\u00e9veillon. Le pr\u00e9sume assassin a \u00e9t\u00e9 arr\u00eat\u00e9 par des militaires. Le r\u00e9veillon de nouvel an a \u00e9t\u00e9 \u00e9galement troubl\u00e9 dans le territoire de Mwenga o\u00f9 des combattants Ma\u00ef-Ma\u00ef Lofombo et leurs alli\u00e9s ont attaqu\u00e9 le 33062e bataillon de l\u2019arm\u00e9e \u00e0 Kizabula.<\/span><\/p>\n

Nord-Kivu: 9 chefs miliciens occupent plusieurs villages de Kalehe<\/span><\/a><\/u><\/span> | 2 January 2016 | Radio Okapi<\/span><\/p>\n

Le territoire de Kalehe (Nord-Kivu) est toujours en proie \u00e0 l’activisme de neuf seigneurs de guerre. Ces derniers sont accus\u00e9s d\u2019exactions, de pillages et d\u2019arrestations arbitraires contre les populations locales, ont indiqu\u00e9 vendredi 1er janvier des sources militaires \u00e0 l\u2019occasion de la reddition de dix combattants de Ra\u00efa Mutomboki dans le territoire voisin de Shabunda. Dix combattants de plusieurs factions Ra\u00efa Mutomboki se sont rendus vendredi aux FARDC du 3309\u00e8 r\u00e9giment \u00e0 Shabunda\/Centre avec une arme Ak 47, ont indiqu\u00e9 des sources militaires. Ces miliciens sont issus de factions Nisawa Songa, Makombo et Kimba, selon les m\u00eames sources.<\/p>\n

Les FARDC tuent 6 rebelles Nyatura \u00e0 Kalehe<\/span><\/a><\/u><\/span> | 6 January 2016 | Radio Okapi<\/span><\/p>\n

Les militaires des FARDC ont tu\u00e9 six combattants Nyatura et captur\u00e9 une autre mardi 5 d\u00e9cembre \u00e0 Kalehe, dans la province du Sud-Kivu. Ils ont aussi r\u00e9cup\u00e9r\u00e9 des armes, indique le g\u00e9n\u00e9ral Esp\u00e9rant Masudi, le commandant des op\u00e9rations militaires Sokola 2. Selon lui, le bataillon sp\u00e9cial des FARDC bas\u00e9 \u00e0 Kalehe continue de traquer les combattants Nyatura, qui se sont retranch\u00e9s dans la for\u00eat. Le calme est revenu dans la localit\u00e9 de Ziralo dans le territoire de Kalehe, apr\u00e8s de violents affrontements qui ont oppos\u00e9 les FARDC aux combattants Nyatura depuis le 30 d\u00e9cembre 2015 dans la chefferie Buhavu.<\/span><\/p>\n

Lualaba<\/b><\/p>\n

Kolwezi: vive tension \u00e0 la suite d\u2019un conflit entre magistrat et services de s\u00e9curit\u00e9<\/span><\/a><\/u><\/span> | 31 December 2015 | Radio Okapi<\/span><\/p>\n

Une vive tension est observ\u00e9e depuis le d\u00e9but de la semaine dans la ville de Kolwezi (Lualaba) \u00e0 la suite d\u2019un conflit qui oppose les magistrats aux agents des services de s\u00e9curit\u00e9. Des t\u00e9moins renseignent que ce diff\u00e9rend a commenc\u00e9 apr\u00e8s qu\u2019un groupe d\u2019agents de service de s\u00e9curit\u00e9 a tabass\u00e9 un magistrat. La sc\u00e8ne s\u2019est produite lundi 28 d\u00e9cembre dernier vers 15 heures locales non loin du parquet de grande instance de Kolwezi. Selon le magistrat tabass\u00e9, il \u00e9tait dans sa voiture lorsqu\u2019un agent de service de s\u00e9curit\u00e9 l\u2019a abord\u00e9. Cet agent a menac\u00e9 de l\u2019arr\u00eater parce que sa voiture n\u2019avait pas de plaque min\u00e9ralogique et les vitres arri\u00e8re du v\u00e9hicule \u00e9taient teint\u00e9es. Apr\u00e8s une vive discussion, une bagarre s\u2019en est suivie entre les deux protagonistes.<\/p>\n

Haut-Katanga<\/b><\/p>\n

Mitwaba: un chef de groupement accuse miliciens et militaires de cr\u00e9er l\u2019ins\u00e9curit\u00e9<\/span><\/a><\/u><\/span> | 31 December 2015 | Radio Okapi<\/span><\/p>\n

Le chef de groupement Kitobo dans le territoire de Mitwaba (Haut-Katanga) accuse les Forces arm\u00e9es de la RDC (FARDC) et les miliciens Ma\u00ef-Ma\u00ef de Ngomba d\u2019ins\u00e9curiser les habitants de son groupement. Il appelle les autorit\u00e9s de la province \u00e0 s\u00e9curiser son entit\u00e9, affirmant que la population est contrainte \u00e0 trouver refuge dans la brousse pour \u00e9chapper aux exactions des miliciens et militaires. Le chef de groupement rapporte que le dimanche 28 d\u00e9cembre dernier deux habitants du village Kilunga, situ\u00e9 dans son groupement, ont \u00e9t\u00e9 abattus par des hommes en uniforme.<\/p>\n

Les militaires engag\u00e9s dans la traque des rebelles de la LRA dans le territoire de Bondo (Bas-U\u00e9l\u00e9) r\u00e9clament le paiement de leur solde de 3 mois qu\u2019ils n\u2019ont pas per\u00e7ue. Selon les autorit\u00e9s de la 31e r\u00e9gion militaire, cet argent est gard\u00e9 \u00e0 la Rawbank parce que les agents affect\u00e9s \u00e0 la paie des militaires craignent pour leur s\u00e9curit\u00e9 dans cette zone. Anthony Yenga, commissaire sp\u00e9cial du Bas-U\u00e9l\u00e9, promet de s\u2019impliquer pour que cet argent soit achemin\u00e9 aupr\u00e8s des militaires.<\/p>\n

Des rebelles LRA accus\u00e9s de pillage et kidnapping \u00e0 Ango<\/span><\/a><\/u><\/span> | 6 January 2016 | Radio Okapi<\/span><\/p>\n

Des rebelles LRA sont accus\u00e9s de pillage et d\u2019enl\u00e8vement dans trois villages du territoire d\u2019Ango dans l\u2019ex-Province Orientale depuis le mois de d\u00e9cembre dernier. Depuis le 16 d\u00e9cembre dernier, rapportent des sources de la soci\u00e9t\u00e9 civile, ces hommes arm\u00e9s pillent syst\u00e9matiquement ces villages et kidnappent des jeunes gens pour transporter les biens qu\u2019ils arrachent aux habitants. A en croire les m\u00eames sources, les forces de l\u2019ordre ne sont pas pr\u00e9sentes dans ce secteur, frontalier avec la R\u00e9publique centrafricaine. Ce qui permettrait aux groupes arm\u00e9s d\u2019y op\u00e9rer.<\/span><\/p>\n

<\/a>Ituri<\/b><\/p>\n

Ituri: plusieurs incursions des miliciens enregistr\u00e9es en 2015<\/span><\/a><\/u><\/span> | 1 January 2016 | Radio Okapi<\/span><\/p>\n

La Force de r\u00e9sistance patriotique de l\u2019Ituri (FRPI) et les Ma\u00ef-Ma\u00ef Simba sont accus\u00e9s d\u2019avoir perp\u00e9tr\u00e9 de diverses incursions, en 2015, dans les chefferies de Walendu Bindu, Basili, Walese Vokutu (territoire d\u2019Irumu) et celle de Babila Babombi (territoire de Mambasa). La soci\u00e9t\u00e9 civile de l\u2019Ituri a fait ce constat, jeudi 31 d\u00e9cembre, apr\u00e8s apr\u00e8s analyse de la situation s\u00e9curitaire dans tous les cinq territoires de l\u2019Ituri. Dans leurs attaques, ces hommes arm\u00e9s s\u2019\u00e9taient livr\u00e9s aux tueries, vols, enl\u00e8vements et vols des biens de la population.<\/p>\n

Tension \u00e0 Bunia apr\u00e8s le meurtre d\u2019un jeune la nuit de la St-Sylvestre<\/span><\/a><\/u><\/span> | 1 January 2016 | Radio Okapi<\/span><\/p>\n

La matin\u00e9e a \u00e9t\u00e9 agit\u00e9e ce vendredi 1er janvier dans la ville de Bunia en Ituri. Des jeunes ont protest\u00e9 apr\u00e8s le meurtre d\u2019un jeune pendant la nuit de la Saint-Sylvestre. Tr\u00e8s connu dans la ville, ce jeune d\u2019une vingtaine d\u2019ann\u00e9es a \u00e9t\u00e9 tu\u00e9 par des hommes arm\u00e9s alors qu\u2019il c\u00e9l\u00e9brait le passage \u00e0 la nouvelle ann\u00e9e. Selon des t\u00e9moignages recueillis sur place, la victime d\u00e9nomm\u00e9e Heri aurait re\u00e7u trois balles au ventre et \u00e0 la jambe. Au lendemain de la mort de ce jeune, la tension a r\u00e9gn\u00e9 dans le quartier Bankoko o\u00f9 un groupe d\u2019une centaine de jeunes suivis de femmes et d\u2019enfants ont manifest\u00e9 pour protester.<\/p>\n

Bunia: 4 personnes arr\u00eat\u00e9es pour meurtre \u00e0 Lagabo<\/span><\/a><\/u><\/span> | 5 January 2016 | Radio Okapi<\/span><\/p>\n

Quatre personnes sont aux arr\u00eats depuis dix jours pour meurtre de quatre membres de la communaut\u00e9 Ngiti (Lendu) du village Lagabo, situ\u00e9 \u00e0 35 kilom\u00e8tres au Sud de Bunia (Ituri), ont indiqu\u00e9 mardi 5 janvier les autorit\u00e9s locales. Les quatre victimes revenaient du champ \u00e0 la recherche des charbons de bois, lorsqu\u2019ils ont \u00e9t\u00e9 sauvagement abattus par des hommes arm\u00e9s \u00e0 Lagabo vers fin d\u00e9cembre 2015. Les autorit\u00e9s polici\u00e8res locales soup\u00e7onnent donc les quatre pr\u00e9venus d\u2019avoir organis\u00e9 d\u00e9lib\u00e9r\u00e9ment le meurtre de ces quatre villageois pour se venger du vol de leurs vaches. Une hypoth\u00e8se confirm\u00e9e par le plus jeune des pr\u00e9venus, qui a avou\u00e9 le meurtre.<\/span><\/p>\n

The Rwanda Demobilisation and Reintegration Commission (RDRC) has dismissed as ‘inflated’ figures given by the U.N. mission in the DR Congo, MONUSCO of known FDLR militias who surrendered and returned home this year. While the RDRC registered a total 190 ex-FDLR militia fighters who returned home last year, at a year-end news conference, the head of MONUSCO’s disarmament, demobilisation and reintegration (or DDR) section, Taz Greyling, reported that from the start of the year up to December, 710 FDLR members have been disarmed and demobilised, including 315 children.<\/p>\n

Burundi President Pierre Nkurunziza says he will consider any deployment of African Union peacekeepers in his troubled nation an attack against which he will retaliate militarily. \u201cEveryone has to respect Burundi’s borders. In case they violate those principles, they will have attacked the country and every Burundian will stand up and fight against them,\u00a0\u00bb Nkurunziza announced in a national address on Wednesday that sent shockwaves through the international community and left many wondering how the continental union of nations will respond.<\/p>\n

Hailing the resumption of talks between the Burundian parties in Entebbe, Uganda, Secretary-General Ban Ki-moon today urged all sides to engage in constructive dialogue as renewed violence prompts fears of a relapse into the decades of civil war that killed tens of thousands of people. \u201cThe current crisis can only be resolved through a credible and inclusive political dialogue,\u201d said a statement issued by Mr. Ban\u2019s spokesperson, referring to the crisis that erupted when President Pierre Nkurunziza decided to run for a controversial third term earlier this year. Since then at least 400 people have been killed, with the toll possibly considerably higher, and 220,000 have fled to neighbouring countries with many others internally displaced.<\/p>\n
