According to the document, the Congolese authorities used methods such as executions, threats and arbitrary arrests against the opposition, media and civil society. Congolese Deputy Minister of Justice, Mboso Kodia, stated that the report is imprecise and subjective. Meanwhile, UN Special Representative Maman Sidikou visited Beni in North Kivu and Bunia in Ituri province. He reiterated his desire for close cooperation between MONUSCO and FARDC in countering armed groups and protecting the population.

In North Kivu, the population of Eringeti is still recovering from the attack by presumed ADF rebels last week. Military magistrates are investigating the events, while the Eringeti health centre closed and the Congolese army has been prohibiting any nightly traffic. Several houses and shops were burnt down during the attack, which displaced many inhabitants. In Ituri, FRPI militiamen attacked Kaya village south of Bunia on December 4. The next day, unidentified armed men abducted 47 people from mining centres between Niana (Ituri) and Isoro (Haut-Uélé). Meanwhile, Maï-Maï Simba rebels threatened to attack Mabukusi and Epulu village in Mambasa territory. In Haut-Uélé, the LRA are being accused of disturbing the peace in Garamba park, while in Bas-Uélé, a Congolese hostage managed to escape, after being held captive by the militia for eight years. South Ubagi recently saw incursions by Central African Anti-balaka militiamen along the border between the DRC and the CAR. They attacked refugees and looted local population’s property.

In the Burundian capital Bujumbura, Christophe Manirambona, head of the Special Units bureau, escaped an assassination attempt on Friday, December 4. Three of his assailants were killed by the police. This Tuesday, government officials stated that almost 100 detainees who protested President Nkurunziza’s third term have been released from prison. Meanwhile, inhabitants of Cibitoke accused the police of executing five youths this Wednesday, December 9. In Bwiza, two other people were found dead that day.

This Monday, December 7, Amnesty International released a report about the Ugandan police hindering opposition gatherings and campaigns in the run-up to the presidential and parliamentary elections in February 2016. The publication states that the police disrupted rallies and arrested and tortured opposition supporters. Last weekend, Ugandan police and armed forces barricaded the venue for a rally, planned by independent candidates in Mubende district.

In the Central African Republic, the announcement of approved candidates for the presidential elections at the end of this month, sparked unrest among Bozize’s supporters, as his application was rejected. Meanwhile, FPRC militia leader Nourredine Adam, declared that no elections will be held in the regions under his control (north-east of the country). On Thursday, December 3, alleged Seleka rebels attacked a camp for internally displaced people in Ngakobo, 60 km south of Bambari. Eight civilians and five rebels were killed.

Conflict and Security

Recent news on conflict and security related issues across the Great Lakes Region

No DRC-Rwanda security agreement
