{"id":3389,"date":"2015-11-05T12:06:32","date_gmt":"2015-11-05T11:06:32","guid":{"rendered":"http:\/\/ipisresearch.be\/?post_type=publication&#038;p=3389"},"modified":"2020-09-01T10:09:44","modified_gmt":"2020-09-01T08:09:44","slug":"arms-trade-highlights-august-september-2015","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/fr\/weekly-briefing\/arms-trade-highlights-august-september-2015\/","title":{"rendered":"Arms Trade Highlights: August &#8211; September 2015"},"content":{"rendered":"<p align=\"JUSTIFY\"><span style=\"font-size: medium;\"><span lang=\"en-GB\">The first Conference of States Parties to the Arms Trade Treaty was held in Mexico on August 24-27, 2015. Key outcomes from discussions at the Conference included the <\/span><\/span><a href=\"#1\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>selection of Geneva<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\"> as the seat of the permanent secretariat for the ATT, as well as agreement that <\/span><\/span><a href=\"#2\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>future decisions will be made by majority vote<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\">. The <\/span><\/span><a href=\"#3\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>International Committee of the Red Cross voiced concerns<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\"> that many States continue to be involved in illegal arms transfers despite having committed themselves to a treaty regulating said arms flows. Indeed, news of the <\/span><\/span><a href=\"#4\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>United States&rsquo; Equip &amp; Train<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\"> programme for Syrian armed groups continues to surface. Media reports include allegations that \u201c[T]he United States government is one of the biggest buyers of AK-47s and other Russian-designed weapons, pouring them into Iraq, Afghanistan, and other war-torn countries\u201d. For regular readers of reports by Amnesty International, Transarms and IPIS on arms transfers to Afghanistan, Iraq, Somalia, etc. such allegations come as little surprise.<\/span><\/span><\/p>\n<p><span style=\"font-size: medium;\"><span lang=\"en-GB\">Nigerian President <\/span><\/span><span style=\"font-size: medium;\"><span lang=\"en-US\">Muhammadu Buhari <\/span><\/span><span style=\"font-size: medium;\"><span lang=\"en-GB\">has called for a <\/span><\/span><a href=\"#5\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>boost to Nigeria&rsquo;s weapons arsenal<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\"> claiming that insufficient arms supplies hamper the country&rsquo;s efforts to combat Boko Haram. President Buhari had previously accused the United States of not providing enough \u201caid\u201d \u2013 i.e. weapons. Washington has, for its part, stated that <\/span><\/span><a href=\"#6\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>further aid<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\"> can be forthcoming only if the human rights record of Nigerian security forces is addressed. The Leahy Law prohibits the United States government from giving military aid to units with atrocious human rights records. President Buhari has called for the <\/span><\/span><a href=\"#7\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>rejuvenation of the Defence Industries Corporation of Nigeria<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\">.<\/span><\/span><\/p>\n<p><span style=\"font-size: medium;\"><span lang=\"en-GB\">The London-held defence exhibition, <\/span><\/span><a href=\"#8\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>Defence and Security Equipment International<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\"> (DSEI), was once again the target of condemnation by civil society actors. Various governments with poor human rights records were invited to exhibit. Indeed, while <\/span><\/span><a href=\"#9\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>Switzerland has halted arms exports to the Middle East<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\">, it seems to be business as usual for the United Kingdom. DSEI and the involvement of Saudi Arabia in the Yemeni conflict sparked interesting <\/span><\/span><a href=\"#10\"><span style=\"font-size: medium;\"><span lang=\"en-GB\"><u>debate on the implications of arms sales promotions for human rights<\/u><\/span><\/span><\/a><span style=\"font-size: medium;\"><span lang=\"en-GB\"> in the House of Commons.<\/span><\/span><\/p>\n<h1 lang=\"en-US\"><b>Guest Editorial<\/b><\/h1>\n<p lang=\"en-US\"><span style=\"font-size: medium;\"><b>WEASEL WORDS AND DODGY DEALS<\/b><\/span><\/p>\n<p lang=\"en-US\"><strong>by Brian Johnson Thomas, Arms Trade Specialist<\/strong><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">As a small boy growing up in the Welsh mountains I was fascinated by the Stone Age remains atop my local mountain from whence flint axe and arrow heads had been widely exported, with examples found as far south as Gascony in France and as far north as Denmark. Since these early \u2018arms trades\u2019 some 5,000 years ago, the trade in weapons has formed an enduringly important part of the British economy.<\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">Unfortunately, however, as evidenced during my visit to the Defence and Security Exhibition International (DSEI) in London\u2019s Docklands last month, many of the world\u2019s arms deals are presently cloaked in spurious legality, shrouded by obfuscation and frequently steeped in hypocrisy. <\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">Certainly, a number of the international exhibitors present at the DSEI were not exactly as squeaky clean as they would like to appear. I agree that it must be difficult to police all applications made to attend what is now billed as the world\u2019s largest arms fair. Nevertheless, if I myself can take the time to conduct some cursory due diligence by looking up on the Internet some of the actors present, then I assume that HM government could also consider it expedient to do so.<\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">The question arises then, that if HM government is indeed doing such basic due diligence, why was exhibition space allocated to a South African company with a website offering a prisoner restraint belt with electric shock capability? Such equipment is clearly designed for the perpetration of what my friends at Amnesty might at best call cruel, inhuman and degrading treatment, and at worst, torture.<\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">However, this was far from the controversial highlight of the show. Recall, if you will, the furious international debates on both land mines and cluster bombs (when asked about the difference between the two I used to tell audiences that whilst one lay in the long grass and blew off your foot when you trod on it, the other would lie in the long grass and blow your foot off when you trod on it). A member of the general public might well be forgiven for having thought that this debate had long been settled by the successful outlawing of such devices as a point of principle. Well no, not exactly. Several European companies at the London arms fair continued to offer similar such items \u2013 dressing these offerings up with a semantic or technical sleight of hand.<\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">Let\u2019s look at cluster munitions, for example. Here, their ancient prowess for nomenclature saw certain attendant Greeks devise a new term for these weapons. Their catalogue did not refer to \u2018cluster munitions\u2019 &#8211; such an act would clearly render their offering both illegal and the height of international bad manners. Rather, what these traders would sell you are \u2018cargo munitions\u2019. And if you, the customer, should choose to load cluster bombs as your cargo, well then who\u2019s to know? Certainly, it&rsquo;s still what it says on the tin.<\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">But of course, the Greeks were not alone in their sales dexterity. A Bulgarian and a Finnish company were both proffering up anti-personnel land mines for sale. Are not such weapons of war prohibited, one might ask? Well, yes, they are if you tread on them. But if you activate them via a tripwire (substituting the loss of a foot for 200 stainless steel balls to the groin*) the issue, it seems, is no longer moot. Not a big technical difference, then, but enough to make one type of munition legal, and the other not. <\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">Going back to the UK&rsquo;s ethical role in allowing such sleight of hand, one is reminded of the popular song which (almost) says \u201cRule Britannia, Britannia Waives the Rules\u201d.<\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">Indeed, here, we get to the really interesting part of this show: the \u201cDelegations\u201d whom the British government had chosen to invite to come shopping at its event. \u201cLots more of them at this show than ever before\u201d, say the PR gurus. Yes, that\u2019s quite true. But doesn\u2019t the UK Foreign Office talk to the rest of Whitehall? Why am I, as an austerity-struck British taxpayer, funding the attendance of leaders of national armies reputed for their, let\u2019s say, \u2018questionable\u2019 morality to the extent that they are known to recruit child soldiers or don\u2019t always pay heed to the Geneva Conventions? I might likewise hazard to mention the presence of heads of national police forces with proven track records of human rights abuse, including torture and general abuse and harassment of the very people they are, in fact, supposed to serve.<\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">I understand the economic reasons for seeking to find export markets for our weaponry. Every nation wants to have the capacity to manufacture weapons for its own defence, and economic reality dictates that you need to be able to sell your surplus capacity on.<\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">However, the actuality of this equation is grittier. To take one example: the late Saddam Hussein died owing British taxpayers many millions of pounds for arms sent to him when he was thought to be on \u2018our side\u2019 in the 1980\u2019s. And how did this come to be? Because the then government was so keen to push UK arms exports that it gave an export guarantee to the manufacturers concerned that its future tax payers would pick up the bill in the event of default. <\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-size: medium;\">A historical aberration? Well, not entirely. Last year the British government was so keen to help its friends and clients in Saudi Arabia (that well-known bastion of human rights and freedoms) that it denuded the Royal Air Force of stocks of certain types of bombs so that they could be sent to Riyadh. The Saudis are now using them to good effect in bombing flat large parts of the Yemen \u2013 an assault that has occasioned the deaths of many non-combatant women and children. The British government is now providing large amounts of cash to aid agencies to alleviate the suffering thus caused.
