Elsewhere in Walikale fighting between NDC and Raia Mutomboki factions has emptied villages and seen the incineration of homes, as well as occasioning five civilian fatalities. Meanwhile, the families of 2,000 ex-combatants in Bumuku (Mugunga quarter of Goma) have found themselves in a land dispute with local leaders, accusing the latter of appropriating parcels formerly allocated to them. In <a href=\"#SK\">South Kivu<\/a>, civil society has expressed concern over 36 deaths resulting from insecurity in Sange territory over the last eight months, whilst in <a href=\"#PO\">Province Orientale<\/a> the FRPI has come under fire from MONUSCO helicopters that seek to push the militia to disarm. The group was accused of looting cash and cattle in Walendu Bindi on the night of Thursday 6 August. In <a href=\"#K\">Katanga<\/a>, Human Rights Watch has called for the Congolese government to act to protect civilians from attacks by ethnic militias in the province.<\/p>\n<p>&nbsp;<\/p>\n<p>As the UN continues to call for renewed <a href=\"#D\">dialogue<\/a> between opposing parties in Burundi, the <a href=\"#Jou\">security situation<\/a> remained precarious this week. Four people were reported dead in gun battles between police and armed gunmen on Wednesday night, and several people <a href=\"#A\">arrested<\/a> in connection with last week\u2019s Nshimiriman assassination. Meanwhile, Burundian authorities are being urged to investigate <a href=\"#J\">attacks on journalists<\/a>, 80 of whom are said to have fled the country since May\u2019s coup attempt.<\/p>\n<p>Peacekeepers in the Central African Republic have been the subject of yet further <a href=\"#M\">abuse allegations<\/a> this week with Amnesty International calling for an investigation into the alleged rape of a 12 year old girl and unlawful killing of two civilians by UN forces. In the UK, Rwanda\u2019s head of intelligence, <a href=\"#Karake\">Karenzi Karake<\/a> was released for return to Rwanda this week following his arrest in June pursuant to a Spanish extradition warrant alleging his orchestration of massacres following the 1994 genocide. British prosecutors claim that no extradition offence could be established under UK law, thereby preventing legal transfer to Spain.<\/p>\n<h1 class=\"western\">Conflict and Security<\/h1>\n<p><b>Recent news on conflict and security related issues across the Great Lakes Region<\/b><\/p>\n<h2>DRC<\/h2>\n<p><b>FARDC Reform<\/b><\/p>\n<p><span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/christophvogel.net\/2015\/08\/07\/aiii-20-recalling-the-positives-of-the-congolese-army\/\">Recalling the positives of the Congolese Army<\/a><\/span><\/span> <span style=\"font-family: Symbol;\">|<\/span> 7 August 2015 <span style=\"font-family: Symbol;\">|<\/span> christophvogel.net<\/p>\n<p>A lot has been written about the Forces Arm\u00e9es de la R\u00e9publique D\u00e9mocratique du Congo or FARDC, the national army of the Democratic Republic of Congo (DRC). Much of the literature out there is generally negative and paints a bad image of the army as being one of the major sources of insecurity for civilian communities in the troubled DRC, having been linked to sexual abuses of helpless women and girls, criminal acts like extortions, cruelty and general indiscipline. However, the FARDC is what is there as an army for people of DRC and sometimes picking the positives from a myriad of negatives can give hope to the defense sector reform efforts currently underway and encourage the pessimists that all is not lost.<\/p>\n<p><b>DDR<\/b><\/p>\n<p><span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/christophvogel.net\/2015\/08\/11\/aiii-21-repenser-la-reinsertion-des-anciens-combattants-pour-construire-la-paix-a-lest-de-la-rdc\/\">Repenser la r\u00e9insertion des anciens combattants pour construire la paix \u00e0 l\u2019Est de la RDC<\/a><\/span><\/span> <span style=\"font-family: Symbol;\">|<\/span> 11 August 2015 <span style=\"font-family: Symbol;\">|<\/span> christophvogel.net<\/p>\n<p>Plusieurs organisations ont soutenu le processus de d\u00e9sarmement, d\u00e9mobilisation et r\u00e9insertion (DDR) des anciens combattants. Avec des financements des organismes internationaux ou du gouvernement congolais, ce processus a connu trop des rat\u00e9s. En Avril 2004, le gouvernement congolais a adopt\u00e9 le PN-DDR (Programme national pour le D\u00e9sarmement, la D\u00e9mobilisation et la R\u00e9insertion). Dans ce programme, la CONADER (Commission Nationale de D\u00e9sarmement et de R\u00e9insertion) a \u00e9t\u00e9 cr\u00e9\u00e9e comme institution nationale de la coordination du PN-DDR.
