News in Brief<\/h1>\n

Thursday, 11 June, saw UN Special Envoy, Said Djinnit<\/a>, step down as mediator to the political dialogue between opposing factions in Burundi\u2019s political crisis following cries of no confidence by third term opposition groups. The African Union<\/a> has called for further postponement of Burundi\u2019s 15 July presidential elections, whilst stating that it will deploy military experts to advise police on managing public unrest and oversee the disarmament of militias. There are reports of a heavy security presence stifling protests<\/a>, and rights groups have highlighted the widespread use of arbitrary arrest and torture against demonstrators. The Burundian authorities have accused the international press of inciting demonstrators to protest. Meanwhile, Amnesty International has reported deteriorating conditions for media representatives in the country.<\/p>\n

In the Democratic Republic of Congo, a parliamentary enquiry has rejected the alleged terrorist nature of the Filimbi<\/a> movement. The Congolese National Police have taken up positions in four neighbourhoods in Beni, North Kivu<\/a>, in a bid to counter prevailing violence in the city. Elsewhere in Beni territory, Linzo Sisene saw an ADF attack against FARDC positions with eight fatalities, including six civilians. FARDC elements accused of creating insecurity in Beni territory for the last few months have reportedly been arrested. Meanwhile, Congolese authorities have opened an investigation into allegations of intimidation and violence against Congolese citizens by a military attachment stationed in Virunga and made available to SOCO. Wednesday 10 June saw OCHA release a report expressing concern about insecurity wrought in Walikale by fighting between Raia Mutomboki factions. Meanwhile, in Province Orientale<\/a>, clashes between the FRPI and the FARDC in Walendu Bindi are said to have seen 34 rebel and four FARDC deaths since the beginning of the offensive against the group. In Katanga<\/a> looting rape and abductions attributed to Pygmy and Bantu militias in Manono persist, whilst abuses by Mai-Mai groups on the border with Malemba Nkulu have seen the deployment of a further 120 FARDC troops to the area. A military court in Kolwezi has convicted 31 followers of the Prophet Mukungubilia for rebellion and other offences. Maniema<\/a> has seen 200 injured during clashes between two clans in Kibangula.<\/p>\n

A new research project focuses on Africa\u2019s capacity to prevent, contain and resolve conflicts. The Canadian-based Center for International Governance Innovation said a better understanding is needed of the dimensions of armed conflict and power struggles. The center, known as CIGI, has released a report called Conflict in Africa: Diagnosis and Response. It considered how political violence, weak institutions, ethnicity, religion and identity contribute to conflict on the continent.<\/p>\n

On 11 June 2015 the UN Security Council adopted a resolution condemning threats to security in Central Africa, with the Lord\u2019s Resistance Army (LRA) as a main culprit. In a statement, the president of the Security Council noted continued violence perpetrated by the LRA, which ongoing military operations have weakened, but which is still operational. Quoting figures from the UN Office for the Coordination of Humanitarian Affairs (OCHA), the statement highlighted the large number of people displaced by LRA violence.<\/p>\n

Most commentators\u2013\u2013including apparently the head of the UN mission\u2013\u2013thought the operation was noteworthy due to the renewed collaboration between MONUSCO and the FARDC, which had fallen apart in February.<\/p>\n

Depuis la nomination d’une Conseill\u00e8re sp\u00e9ciale du Chef de l’Etat en mati\u00e8re des violences sexuelles, les auteurs de ces crimes odieux sont en train d’\u00eatre traqu\u00e9s comme de petits rats. \nDes sources locales indiquent que deux grands foyers de tension persistent \u00e0 Manono. Dans la partie Nord-Est du territoire, des actes de pillages, viols, tortures et enl\u00e8vements sont attribu\u00e9s \u00e0 une milice pygm\u00e9e dans les localit\u00e9s Dubuzi et Laza. Cette milice serait m\u00eame en train de recruter du c\u00f4t\u00e9 de Muenge.<\/p>\n

Maniema<\/b><\/p>\n

Une vingtaine de personnes ont \u00e9t\u00e9 bless\u00e9es, \u00e0 l\u2019issue d\u2019une bagarre g\u00e9n\u00e9ralis\u00e9e lundi 15 juin opposant deux clans \u00e0 Kibangula, chef lieu du secteur de Bangubangu Bahemba (Maniema). Human Rights Watch today released a short video<\/span><\/a><\/span> on police abuses during demonstrations that began on 26 avril 2015, in the Burundian capital, Bujumbura.\u00a0 Burundian police have used excessive force <\/span><\/a><\/span>against people protesting President Pierre Nkurunziza\u2019s election bid for a third term. Police have shot at crowds indiscriminately and severely beaten demonstrators and detainees. Dozens of people have been killed and more than 300 injured since the end of April. Some demonstrators have also resorted to violence, injuring policemen and damaging buildings and vehicles.<\/p>\n

Upstream petroleum business consists of prospecting underground or underwater oil reserves for their potential drilling and operation to recover and bring the crude oil to the surface. This comes after initial exploration works in Lake Kivu indicated a sedimentary basin in some parts of the lake that has the potential for petroleum presence.<\/p>\n
