In North Kivu, Monday 2 June saw ten dead, including four civilians, in clashes between rival Mai-Mai factions, causing considerable displacement from the Waloa-Uroba groupement, Walikale. In the Ihanan groupement abuses against civilians during fighting between NDC factions and the Raia Mutomboki over control of the area has likewise displaced hundreds of households. Insecurity in territory is reported to have rendered it largely inaccessible by road for nearly a week with a stop in commercial flights to Walikale. Province Orientale saw the launch of a joint FARDC/MONUSCO offensive against the FRPI on 3 June following the collapse of talks with the group. The operation made quick gains in dislodging the rebels from Aveba, 70km from Bunia, on the same day. Fighting between these forces has seen over 10,000 displaced from Walendu Bindi. Meanwhile, FARDC positions south-west of Bunia were attacked by suspected Mai-Mai Simba rebels in the middle of last week, whilst Tuesday, 9 June, saw a brief incursion of Ugandan forces at Ovo, Aru territory, where 12 houses were destroyed by these troops on the basis that they had been constructed in a neutral zone between the two countries. Fourty-six persons were convicted of sexual offences in Bunia this week as the justice authorities cleared a backlog of over 60 such cases.

In Katanga, ten pygmy families were taken hostage by the Luba militia in Manono territory last weekend. NGOs from Tanganyika district have raised alarm over the plight of pygmies there, calling on authorities for urgent action to resolve conflict with the Bantu population. In Kinshasa, families of 34 persons missing since November and January have petitioned the authorities for the exhumation of the mass grave in Maluku, a call backed by Human Rights Watch. Meanwhile, Global Witness has brought to light evidence of tens of thousands of dollars in payments by SOCO International to a Congolese army officer accused of brutally silencing opponents to oil exploration plans for Virunga National Park.

As Rwanda’s DGPR opposition party petitioned the Supreme Court in a bid to prevent constitutional amendments heralding a third term for President Kagame, Burundi this week saw third term opposition activists reject a new electoral calendar proposed by the CENI for the holding of parliamentary and presidential elections on 29 June and 15 July, respectively. Activists have called for a boycott of the elections, whilst demanding the appointment of a new mediator in UN brokered negotiations with the authorities. A top UN human rights official has sounded the alarm over reports of violence at the hands of ruling party youth wing militias by Burundian refugees. Commentators have this week drawn increasing attention to the ethnic dimensions of the present crisis in the country.

In the CAR, politico-military leaders of the UPC and the MRDP announced plans to engage in policy coordination and consider possible chain of command restructuring on Monday, 8 June. Dozens of students were injured in cross fire between armed men and MINUSCA this week as the multi-national force sought to recover a stolen vehicle from the Boy Rabe district. The gunmen are said to have used the children as human shields. Tuesday, 2 June saw the promulgation of law for the establishment of a Special Criminal Court for serious crimes committed in the CAR.

Conflict and Security

Recent news on conflict and security related issues across the Great Lakes Region

African Capacity for Immediate Response to Crises

Will ACIRC survive the AU Summit? | 10 June 2015 | Institute for Security Studies

It has been operational for just under a year, but the future of the African Capacity for Immediate Response to Crises (ACIRC) is already in doubt.
