The end of March brought the <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#MONUSCO\">renewal of MONUSCO\u2019s mandate<\/a><\/span><\/span> for another year by the UN Security Council, together with a 10% reduction in troop presence that will see the departure of around 2,000 personnel.<\/p>\n<p>In <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#NK\">North Kivu<\/a><\/span><\/span>, last week there were reports of FDLR killings and abuses against civilians in Masisi, Rutshuru and southern Lubero, with 3 Congolese officers killed in an FDLR ambush in Virunga National Park on Monday, 6 April. The Congolese authorities claim to have ousted the group from 35 formerly held localities in North and South Kivu, as Martin Kobler has continued to call for the resumption of cooperation between the UN and the DRC in respect of the counter FDLR efforts. Whilst last week saw reports of the dislodging of APCLS fighters from Lukweti, this weekend there were reports of clashes between rival factions of the NDC Cheka in Walikale.<\/p>\n<p>The mining town of Lugushwa in Mwenga, <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#SK\">South Kivu<\/a><\/span><\/span>, saw heavy gunfire on Friday, 27 March, amid insecurity and looting. Three trading houses in the town were robbed the following Sunday, with assailants taking gold and silver belonging to traders from Bukau and its surrounds. Elsewhere in the province abuses against civilians by armed militia on transport routes on the Ruzizi Plain have been reported as taking place around the start of April. In <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#PO\">Province Orientale<\/a><\/span><\/span>, MONUSCO patrols were increased in Irumu at the end of March following reports of FRPI attacks on civilians in the region. Last Saturday saw two deaths and 10 wounded after clashes between the FRPI and the FARDC, whilst the Mai-Mai Simba reportedly killed one person and took 20 hostages in Mambasa territory, Ituri. In <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#K\">Katanga<\/a><\/span><\/span>, aid agencies report the displacement of 16,500 persons in March occasioned by militia abuses in Malemba Nkulu and Pweto, including attacks and the burning of houses.<\/p>\n<p>In <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#Kin\">Kinshasa<\/a><\/span><\/span> this week, Human Rights Watch has called for an investigation into the identities of 421 bodies subject to a late night mass burial in the Maluku commune of Kinshasa last Friday. The group are concerned that the grave may contain 40 missing bodies said to be attributable to anti-protest killings this January.<\/p>\n<p>The end of March saw the UN Security Council increase <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#MINUSCA\">MINUSCA troop deployment<\/a><\/span><\/span> by over 1,000 personnel, including 750 soldiers, deeming the situation in the country to remain a\u00a0threat to international peace and security due to continuing clashes between anti-balaka and Seleka groups. This week another agreement between anti-balaka and Seleka leaders, Kokate and Djotodia, was signed as part of controversial talks hosted by President Kenyatta, in Nairobi. In the northern town of <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#KB\">Kaga Bandoro<\/a><\/span><\/span>, ten Muslims are said to have been killed and 50 persons missing after an anti-balaka ambush on Fulani herders at the end of March. On Saturday, 29 March, MINUSCA troops conveying weapons from their Bangui headquarters through the PK12 suburb\u00a0came under attack from unidentified gunmen, leading to crossfire injuring 21 civilians.<\/p>\n<p>In <span style=\"color: #0085aa;\"><span style=\"text-decoration: underline;\"><a href=\"#Burundi\">Burundi,<\/a><\/span><\/span> there continue to be reports of rising insecurity, with allegations that the army and police are intimidating protesters ahead of elections. The UN High Commissioner for Human Rights is expected shortly to outline the identity of those officers involved. Rising political tensions surrounding the issue of a potential third term for incumbent president Nkurunziza have seen an increase in refugee numbers from Burundi to Rwanda in recent weeks amid fears of renewed violence in the country in the build up to elections.
