The Palgrave Handbook of Small Arms and Conflicts in Africa (2021)<\/span><\/span><\/h2>\n

Peter Danssaert<\/span><\/span><\/p>\n

The Palgrave Handbook of Small Arms and Conflicts in Africa addresses the internal and external factors that influence the proliferation and regulation of small arms in Africa. The Handbook is divided into 46 chapters and counts 1,000+ pages. Refreshingly the authors are Africans, the majority Nigerians linked to the Nigerian Defense Academy (NDA) and\/or the Nigerian Armed Forces. Despite its flaws the book is a must have for anyone interested in small arms proliferation in Africa. There is a lot of useful information in here. <\/span><\/span><\/p>\n

The book does, however, need some careful editing. For instance, most chapters have a section defining small arms. A chapter exclusively devoted to defining small arms would have been sufficient, and avoided unnecessary repetition. <\/span><\/span><\/p>\n

Mistakes and inconsistencies<\/span><\/span><\/span> could have been edited out: Chapter 8 situates the Treaty of Berlin in the 20<\/span><\/span>th<\/span><\/span><\/sup>century instead of the 19<\/span><\/span>th<\/span><\/span><\/sup> century. Chapter 3 provides several definitions for small arms, and finally excluding for example knives (p.44). But on page 55 of Chapter 3 it is said: \u201cThe genocide was executed using basic <\/span><\/span>small arms<\/i><\/span><\/span> such as knives, machetes and cudgels…\u201d. <\/span><\/span><\/p>\n

Missing in the index are entries one would have expected for such a study for instance on small arms brokering, the misuse of small arms for gross human rights violations, and how the rule of law principles apply to the trade, covert (small arms supply) operations, transit and transhipment of small arms, licensed production, police training in the use of small arms. Chapters on those would have been helpful. The local craft industry for small arms is discussed briefly, but even less so industrial production in Africa. Although \u201clocal arms production\u201d is to be found in the index it is scattered here and there on just 4 pages and a table in a 1,000+ page book. That is a missed opportunity.<\/span><\/span><\/p>\n

We learn that several African states have tried to establish a domestic manufacturing capability for small arms & light weapons, and associated ammunition. Some of the countries that come to mind are for instance South Africa, Nigeria, Kenya, Egypt, Ethiopia and Tanzania. Most importantly several of these countries had ambitions to supply small arms ammunition to other countries in Africa. <\/span><\/span><\/p>\n

One example is the Kenya Ordnance Factories Corporation. Tanzania wanted the same. In 2005 the Walloon government had to annul the export licence for the transfer of ammunition manufacturing technology, under pressure from the Belgian government and public opinion, when IPIS obtained a document highlighting the ambitious plans of the Tanzanian government for the Mzinga Corporation.<\/span><\/span><\/p>\n

Other important aspects of the small arms problem are only touched on fleetingly, providing readers with insufficient understanding of the problem. For example, according to the author of chapter 23, state-sponsored militia are prevalent in Africa, but the subject is discussed in just two paragraphs. <\/span><\/span><\/p>\n

The Arms Trade Treaty is a new legal framework should have merited a chapter of explanation, yet it is discussed in passing, here and there, in a few paragraphs. For instance the authors fail to provide even the most elementary details about the engagement of African states with the ATT. Surely it is significant that the Africa group of states were very vocal supporters of the ATT in the UN process and most voted in favour of the ATT text in 2013 yet, for instance in August 2020, only half of all African States have ratified the Treaty: 28 African countries are State Parties to the treaty, 12 African countries have signed but not ratified the treaty, and 14 African countries have not joined the Treaty. Out of the 28 African State Parties only 14 had submitted an initial report to the ATT Secretariat, of which 6 were made public, and 8 were non-public.<\/span><\/span><\/p>\n

The reader of the book will encounter some inconsistent statistics about small arms in Africa. What these demonstrate is a lack of empirically verifiable data on firearms trafficking and possession in Africa. The capacity problems of many states to generate reliable data should have been made more explicit, and statistical claims treated with caution. Let\u2019s start with how many small arms there are in the world. The author of chapter 12 calls it the numbers game, but falls into the same trap. The Small Arms Survey in a 2017 publication gives an estimate of 1 billion (1,000,000,000) small arms globally. But, the author of chapter 12 asserts that in 2013 there were 1 trillion ( 1,000,000,000,000) small arms and light weapons in the world. That would amount to 142 SALW per person in the world ! The source for that 1 trillion is a 2013 book unrelated to the subject matter at hand: \u201c<\/span><\/span>An Introduction to the Modern Gulf of Guinea: People, History, Political Economy & Strategic Future<\/i><\/span><\/span>\u00ab\u00a0.<\/span><\/span><\/p>\n

This is not the only inflated total. The author of chapter 23 claims that West Africa alone has 500 million illicit weapons, of which 350 million are in Nigeria. The 2016 newspaper article used as source for this claim refers to the director of the United Nations Regional Centre for Peace and Disarmament in Africa (UNREC) as primary source. Those figures were presented by the director at the 2016 National Consultation on Physical Security and Stockpile Management (PSSM) meeting held in Abuja, and organised by the Agency and Presidential Committee on Smalls Arms and Light Weapons (PRESCOM). The same figures were recently regurgitated in the Nigerian parliament. (See this 2021 article (<\/span><\/span>https:\/\/tribuneonlineng.com\/insecurity-70-per-cent-of-illegal-weapons-in-west-africa-domiciled-in-nigeria-%E2%80%95-unrec\/<\/span><\/span><\/a><\/u><\/span><\/span>.)<\/span><\/span><\/p>\n

Those totals for West Africa and Nigeria were criticised in a publication by the Centre for Democracy and Development quoting the Chairman of PRESCOM, Ambassador Emmanuel Imohe, who stated \u201cthat the (UNREC) report allegedly exaggerated figures \u2026 according to him such statistics would only be tenable if household farming items such as cutlasses and gardening hoes are counted amongst SALW\u201d. The Nigerian NGO International Society for Civil Liberties & the Rule of Law (2) was less polite and bluntly stated: \u201cThis is not only alarmingly false, but also demographically and statistically untenable, incorrect, unscientific; guess work, contentious, unverifiable and socially disastrous.\u201d The more colourful language has been omitted.<\/span><\/span><\/p>\n

One could also compare the chapter author\u2019s claim of 500 million illegal weapons in West Africa with the estimate put forward by UNODC and OECD of 10 million illegal small arms in West Africa, of which 70% were estimated to be in Nigeria amongst others (3) (4). <\/span><\/span><\/p>\n

Other chapter authors (e.g. chapters 11, 26, 28, 30) use the UNODC figures.<\/span><\/span><\/p>\n

From the book it is clear that to effectively address the proliferation of small arms and light weapons in Africa a significant increase in the investment of resources, political will and international cooperation is required. Not only from the importing or transit states, but also from exporting states. To facilitate effective international cooperation and assistance, national regulations should be consistent with the Arms Trade Treaty and other relevant international and regional instruments.
