NEWS IN BRIEF<\/h1>\n

The preceding week\u2019s violence in Bangui, Central African Republic, escalated further into this week with attacks on MISCA and Sangaris forces prompting retaliation. A\u00a0grenade attack on a funeral procession<\/a>\u00a0in Bangui saw at least eleven deaths, shortly followed by numerous fatalities when\u00a0Chadian troops<\/a>\u00a0reportedly escorting a convoy of Muslims on the northern outskirts of the capital opened fire after allegedly coming under attack from what are believed to be anti-balaka militia. The two events have prompted calls for investigation, with anti-balaka spokesmen denying involvement.<\/p>\n

Meanwhile, Human Rights Watch has reported the\u00a0massacre of over one hundred<\/a>\u00a0people in remote villages in the southwest of the country, said to have been perpetrated both by anti-balaka and Seleka fighters. Thousands of\u00a0Muslims remain trapped<\/a>\u00a0in enclaves surrounded by anti-balaka forces throughout the country. This fresh wave of violence comes as the EU announced the\u00a0launch of its delayed mission<\/a>\u00a0to the troubled country following last minute troop and equipment contributions from Member States. The deployment is due to be finalised at a mini-summit on the side lines of this week\u2019s Africa-EU summit in Brussels, during which the situation in the CAR will be discussed.<\/p>\n

Meanwhile, in the Democratic Republic of Congo\u00a0MONUSCO<\/a>\u00a0has received a one year renewal of its mandate, with the proviso that the force prepare for its gradual withdrawal from the country. In\u00a0Province Orientale<\/a>\u00a0MONUSCO and FARDC troops have launched operations against the FRPI in Ituri, demanding the closure of a local IDP camp believed to be housing militiamen south of Irumu. In\u00a0North Kivu<\/a>\u00a0there are reports of the presence of Ugandan soldiers in Sarambwe Gorilla Reserve, whilst in\u00a0South Kivu<\/a>\u00a0the Raia Mutomboki have been responsible for notable population movements in Shabunda. In\u00a0Katanga<\/a>, eleven traditional chiefs taken hostage by the Bakata Katanga escaped captivity as the militia is said to be moving in the north of the province. Land conflicts are causing security concerns in Equateur.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n\n\n\n\n\n\n\n\n\n\n

Analysis of the interactive map of artisanal mining areas in Eastern DR Congo<\/a>\u00a0| 12 November 2013 | IPIS
\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.
\nA first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. The map includes at least 410 cases of illegal taxation by armed groups or the Congolese army.<\/p>\n

\nAs stated by the authors in their report \u201cTransparency and Accountability\u201d (February 2012), the Chairman\u2019s Draft Paper (14 July 2011) presented by the Arms Trade Treaty’s Preparatory Committee (ATT PrepCom), included within the ATT\u2019s scope certain \u201cservices\u201d, such as transport and brokering. However, no provision has been envisaged for the monitoring or ATT-related regulation of arms transport services. Monitoring transport services may be key to implementing and enforcing the Arms Trade Treaty. This report will demonstrate how arms shipments may be monitored and reported where there is a substantial risk that the shipments could contribute to fuelling conflict, repressive state practices, and other human rights abuses. The report provides examples of the monitoring of actual conventional arms shipments to Egypt and Syria in 2011 and 2012, and of suspected conventional arms shipments to Syria in 2012.\u00a0 It also shows that where there is an open society, or at least a fair degree of access to government activities, arms transfers can be monitored and discussed without jeopardizing legitimate security policies.<\/p>\n

It examines concepts, documents and procedures relating to the regulation of end use and end users of conventional arms. \nWithout an understanding of the existing practices of States regarding their commonly agreed standards for the monitoring and reporting of their international transfers of conventional arms, it will be very difficult to draft many of the basic provisions of the Treaty to ensure compliance and enforcement. This report therefore seeks to clarify and discuss existing terminology and reporting practices for State regulation of international transfers of goods and services and for international transfers of conventional arms. It is hoped that this will also help contribute to the development of common international standards for monitoring and reporting international transfers of conventional arms. Standardization of statistical requirements and reporting methods is of paramount importance for the ATT to be effective.<\/p>\n
