The massacre was met with both national and international consternation and representatives of the region, which many have fled, called for justice.<\/p>\n<p>The international community increased its pressure on the\u00a0<a href=\"#*FDLR\" data-cke-saved-href=\"#*FDLR\">FDLR<\/a>\u00a0rebels in DRC, granting them the opportunities for effective demobilisation and warning them of the consequences if this request was not met in a peaceful manner. A second wave of voluntary disarmament effectively took place in South Kivu.<\/p>\n<p>Rwanda found itself facing criticism from many sides: the United States and rights organisation Human Rights Watch pointed out recent and ongoing\u00a0<a href=\"#*HRW Rwanda\" data-cke-saved-href=\"#*HRW Rwanda\">detentions<\/a>\u00a0and arrests, and the DRC accused its neighbour of giving protection to\u00a0<a href=\"#*M23 Rwanda\" data-cke-saved-href=\"#*M23 Rwanda\">M23<\/a>\u00a0rebels.<\/p>\n<p>With regard to the crisis in CAR, a\u00a0<a href=\"#*CAR UN report\" data-cke-saved-href=\"#*CAR UN report\">UN\u00a0report<\/a>\u00a0claims\u00a0to have gathered \u2018ample evidence\u2019 to accuse both sides of the conflict of having committed war crimes and crimes against humanity. The African Union readily supported the UN\u2019s call for accountability and the need for a fitting judicial platform.<\/p>\n<p>The ICC confirmed a total of eighteen charges of war crimes and crimes against humanity against Congolese warlord\u00a0<a href=\"#*Bosco\" data-cke-saved-href=\"#*Bosco\">Bosco Ntaganda<\/a>.<\/p>\n<p>Conservationists have claimed one of their greatest successes in recent years following the unexpected decision by British oil company\u00a0<a href=\"#*SOCO\" data-cke-saved-href=\"#*SOCO\">SOCO<\/a>\u00a0International to stop its oil exploration in the DRC\u2019s Virunga National Park.<\/p>\n<p>In London, a four-day Summit on ending\u00a0<a href=\"#*London SV\" data-cke-saved-href=\"#*London SV\">sexual violence in conflict<\/a>\u00a0has taken a start on June 10.<\/p>\n<h1><\/h1>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<h3><\/h3>\n<p><a title=\"De Belgische ontwikkelingssamenwerking en fragiele staten: een kloof tussen beleid en praktijk?\" href=\"https:\/\/ipisresearch.be\/\/publication\/de-belgische-ontwikkelingssamenwerking-en-fragiele-staten-een-kloof-tussen-beleid-en-praktijk\/\">De Belgische ontwikkelingssamenwerking en fragiele staten: een kloof tussen beleid en praktijk?\u00a0<\/a>|<strong>\u00a0<\/strong>May 2014\u00a0|\u00a011.11.11 i.s.m. IPIS<br \/>\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd.
