In attacks on several villages in\u00a0<a href=\"#EDIT Oriental\" data-cke-saved-href=\"#EDIT Oriental\">Province Orientale<\/a>\u00a0militia fighters killed six people. The attacks left many more injured, several women raped or taken hostage and a dozen houses torched. According to MONUSCO the security situation in the northern parts of\u00a0<a href=\"#EDIT KATANGA\" data-cke-saved-href=\"#EDIT KATANGA\">Katanga<\/a>\u00a0province remains fragile due to the presence of FDLR and Mai-Mai fighters. The decision to grant amnesty to 150 Mai-Mai fighters arrested in March caused criticism among the local community, while further 12 people were arrested on the suspicion of being Mai-Mai rebels.<\/p>\n<p>Around 1,400\u00a0<a href=\"#EDIT FDLR\" data-cke-saved-href=\"#EDIT FDLR\">FDLR<\/a>\u00a0fighters and their relatives are expected in Kisangani for disarmament at a temporary centre before being returned to their native countries. The Sothern African Development Commission has urged for a pact between Rwanda and the FDLR to facilitate peaceful disarmament and resettlement, while local communities who do not want to host the former fighters have expressed resistence.<\/p>\n<p>The sectarian violence in the\u00a0<a href=\"#EDIT CAR\" data-cke-saved-href=\"#EDIT CAR\">Central African Republic<\/a>\u00a0is further escalating, according to Human Rights Watch, which calls for the development of a strategy to protect civilians. A UN Report has identified widespread impunity for human rights violations as the \u2018Main Stumbling Block\u2019 to a peaceful transition in the country. A\u00a0<a href=\"#EDIT BRAZZAVILLE\" data-cke-saved-href=\"#EDIT BRAZZAVILLE\">three-day multi-stakeholder meeting<\/a>\u00a0starting next Monday in Brazzaville aims to bring about a political solution to the conflict. Numerous political and religious groups were debating a boycott of the meeting earlier this week as others voiced their protest at not being included in the talks. Following internal talks within the\u00a0<a href=\"#EDIT Seleka\" data-cke-saved-href=\"#EDIT Seleka\">Seleka<\/a>\u00a0last week\u00a0 former CAR president Michel Djotodia has been re-elected as the group\u2019s political head as the rebels renamed themselves \u2018The Popular Front for the Rebirth of Central African Republic.\u2019<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<h3><\/h3>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. A regional body, the Economic Community of Great Lakes Countries, wrote to DRC authorities asking for clarification and pointing out that the visa plan was in breach of a regional agreement on free movement of goods and people. Economic community official Joseph Lititiyo told VOA Thursday that the DRC&rsquo;s Foreign Ministry has clarified its position. He said the DRC&rsquo;s response was to point out that other member states &#8211; namely Rwanda and Burundi &#8211; require Congolese citizens living in those countries to pay for a long stay visa, which is why the DRC has decided to apply the same measure. On June 24, information leaked from the UN headquarters in New York that the chief of UN peacekeeping Herve Ladsous, a French national had requested the UN Security Council to lift travel ban on the FDLR commander so he could travel to Italy. The top militia leader is known by exact names IYAMUREMYE Gaston but also uses several others inluding Rumuli, ByiringiroVictor Rumuli, Victor Rumuri and Michel Byiringiro. UN sanctions require that the mission in DR Congo, known as MONUSCO, under Ladsous, does not allow any sanctioned individuals to leave Congo.
