NEWS IN BRIEF<\/h1>\n

In the Democratic Republic of Congo\u2019s\u00a0North Kivu<\/a>\u00a0province several people have reportedly died in clashes between artisanal miners and the police at the Rubaya mining site in Masisi. The violence broke out after the head of the association of artisanal miners allegedly died in police custody. Violent clashes between miners and police have been reported from Kolwezi as well. Meanwhile the Mai-Mai Cheka militia has raided and looted a mining site in Bisi\u00e9. In\u00a0South Kivu<\/a>\u00a0Mai-Mai militias announced that they have taken control of two army positions in the Fizi region. There was no confirmation of the claim by army officials. In\u00a0Katanga<\/a>, fighting between FARDC and the Mai-Mai Bakata has caused thousands to flee the area. On Tuesday a group of gunmen are reported to have attacked the barracks of the presidential guards known as\u00a0camp Tshatsi<\/a>. The attackers are said to have been defeated and calm restored within hours. Neither the identity nor the intentions of the attackers are known.<\/p>\n

On Monday, a\u00a0multi-stakeholder meeting<\/a>\u00a0started in Brazzaville aimed at negotiating peace between the Seleka and anti-balaka. The opening on Monday was accompanied by human rights NGOs demanding that\u00a0no amnesties for human rights violations<\/a>\u00a0be included in the negotiations. On Tuesday, the\u00a0Seleka abstained from the meeting<\/a>\u00a0bringing negotiations to a halt and raising the fear that the meeting might fail. Seleka officials demanded a return to power or the division of the country as preconditions for further talks. On late Wednesday\u00a0both sides signed a ceasefire agreement<\/a>\u00a0\u2013 an outcome hailed as a success by participants and seen a first step to further negotiations on the way to ending the conflict. In achieving this agreement Seleka dropped its demand for a partition of the country.<\/p>\n

United Nations Secretary-General Ban Ki-moon has announced\u00a0Said Djinnit<\/a>\u00a0of Algeria as his special envoy for the Great Lakes region of Africa. Djinnit takes over the position from Mary Robinson of Ireland. Furthermore Ban has appointed\u00a0Babacar Gaye<\/a>\u00a0as special representative in CAR and head of UN mission MINUSCA.<\/p>\n

The environmental NGO Earthworks has initiated the Initiative for Responsible Mining Assurance (IRMA) and this week has published a first draft for a \u2018Standard for Responsible Mining<\/a>\u2019.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n\n\n\n\n\n\n\n\n\n\n

Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research
\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. A strategy relying on a piecemeal approach (e.g. on ad hoc investments in infrastructure) is likely to result in a \u2018quick fix\u2019 to ship raw materials out of the African continent rather than in an effort to boost sustainable economic development.<\/p>\n

\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. \nOn the 5th of March 2014, the European Commission proposed a responsible trading strategy for minerals from conflict zones. The proposal took place within a specific and timely context. As IPIS has long documented, the exploitation of natural resources can have adverse human rights impacts. \nGunmen attacked a military camp in the Democratic Republic of Congo’s capital on Tuesday, but the government says the situation was quickly brought under control. In an interview with VOA’s French to Africa Service, government spokesman Lambert Mende said a \u00ab\u00a0small band\u00a0\u00bb of attackers tried to enter Camp Tshatshi in Kinshasa but were stopped. \nFor more than a year, the Central African Republic has been descending into violence. A truce is about to be negotiated between the warring factions. However, the rebels have little interest in peace talks. Feuding Seleka and anti-Balaka militias were set to meet on Monday (21.07.2014) in Brazzaville, the capital of the Republic of Congo, at a National Reconciliation Forum. The aim was to draw up a ceasefire agreement. That was the plan, at least. But as soon as the venue was announced, civil society representatives threatened to boycott the negotiations. \u00ab\u00a0The political and religious leaders find it inappropriate that Central African’s problems should be solved in Brazzaville,\u00a0\u00bb a statement said.<\/p>\n

National and local government officials should put an end to organized roundups of street children, hold police and others accountable for beatings, and provide improved access for these children to education and healthcare.

Analysis of the interactive map of artisanal mining areas in Eastern DR Congo<\/a>\u00a0| 12 November 2013 | IPIS
\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.\u00a0A first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. The map includes at least 410 cases of illegal taxation by armed groups or the Congolese army.<\/p>\n

\nThe exploitation of minerals is an important source of income for many communities in eastern Democratic Republic of Congo (DRC). Yet this mineral wealth also plays a significant role in the continuation of insecurity in parts of the country.
\nOver recent years, several domestic, regional and international initiatives have been developed to address the so-called \u2018conflict minerals\u2019 problem and the high level of informality in the DRC\u2019s artisanal mining sector. These initiatives have provoked varying reactions regarding their impact on local livelihoods.

\nThe National Rifle Association (NRA) claims to have monitored in the last 20 years all United Nations activities that could impact Second Amendment rights. Its latest target is the Arms Trade Treaty (ATT), an international treaty to establish common international standards for the import, export, and transfer of conventional arms presently under discussion at the United Nations. The international community has been calling for the inclusion of ammunition and civilian arms within the scope of the ATT. This reasonable call is used by the NRA to claim that the ATT could restrict the lawful ownership of firearms in the United States.<\/p>\n
