After attacks on Lake Tanganyika,\u00a0<a href=\"#South Kivu\" data-cke-saved-href=\"#South Kivu\">South Kivu<\/a>, Burundi has complained about a lack of collaboration between the two countries in the fight against Congolese militias. In\u00a0<a href=\"#Oriental\" data-cke-saved-href=\"#Oriental\">Province Oriental<\/a>, FRPI militiamen are accused of several atrocities against civilians in Ituri including rape, looting and taking hostages. Meanwhile, in Kinshasa the debate on\u00a0<a href=\"#OTHER DRC\" data-cke-saved-href=\"#OTHER DRC\">constitutional reform<\/a>\u00a0has dominated the media this week \u2013 at its core the question of whether President Kabila should be allowed to run for a third term. In the aftermath of a rally held by the opposition on Monday several leading opposition figures, including the UNC\u2019s leader Jean-Bertrand Ewanga, were arrested.<\/p>\n<p>In the\u00a0<a href=\"#Security CAR\" data-cke-saved-href=\"#Security CAR\">Central African Republic<\/a>\u00a0Prime Minister Andr\u00e9 Nzapayek\u00e9 and his government resigned to allow for a new start to the transition. The move is part of the Brazzaville Agreement and is aimed to make way for a new and more inclusive government. Meanwhile, the peace agreement itself has come under rising pressure as fighting between Anti-Balaka and Seleka fighters continues. In Batangafo, nearly sixty people have been killed in fighting between the two groups and after Seleka fighters attacked French soldiers, members of the MISCA. Furthermore parts of the Seleka military wing, most prominently G\u00e9n\u00e9ral Joseph Zound\u00e9ko, have announced that they will not respect the agreement, claiming that the Seleka delegation attending in Brazzaville did not represent them. The Anti-Balaka have announced their plan to dissolve as a military organisation and run as a political party in next year\u2019s election.<\/p>\n<p><a href=\"#OTHER Uganda\" data-cke-saved-href=\"#OTHER Uganda\">Uganda\u2019s anti-homosexuality law<\/a>\u00a0has been overturned by its constitutional court. The internationally criticised law has been declared void, on the basis that the way in which it was passed was unconstitutional, according to the Court. The judgement has occasioned statements of relief and congratulation by the UN and human rights organisations such as Amnesty International.<\/p>\n<p>Since the beginning of this week the\u00a0<a href=\"#US SUMMIT\" data-cke-saved-href=\"#US SUMMIT\">US-Africa Leaders Summit<\/a>\u00a0has brought together Presidents and African Heads of State in Washington to debate future economic cooperation. On the occasion of the summit civil society has stressed the importance of\u00a0<a href=\"#Transparancy in Mining\" data-cke-saved-href=\"#Transparancy in Mining\">transparency in the mining industries.<\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<p>&nbsp;<\/p>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. The proposal took place within a specific and timely context. As IPIS has long documented, the exploitation of natural resources can have adverse human rights impacts. The envoy\u2019s role is to negotiate with leaders in the region, often highly mistrustful of each other, and find a way to create lasting peace in eastern DRC. During her time, former rebel group M23 surrendered and negotiated a peace agreement with the government, and other armed groups followed suit. Speaking at a U.N. Security Council debate in New York this week, Ambassador Samantha Power said civilians in war-torn areas trust Rwandan peacekeepers to protect them. She also called on the international community to give regional peacekeeping organizations, like the African Union, full support. A recent internal U.N. report found that its peacekeeping missions have routinely failed to use force to protect civilians under attack. Referring to this report, Ambassador Power described it as troubling. The decision is part of the conclusions emerged from the 7th Tripartite Meeting that gathered the governments of Angola, DRC and UN High Commissioner for Refugees (UNHCR) held on 28 &#8211; 30 July in Luanda. Since January 2014, a total of 119 LRA attacks, 7 deaths and 307 abductions have been reported. Compared to 2013, this represents more than 60% of the attacks and almost 90 % of abductions reported by end of that year, an indicator that LRA is still very active in 2014. In Q2 of 2014, 57 attacks were reported, representing a slight decrease (12 %) from 65 attacks reported in Q1. However there has been a significant increase (132%) in number of abductions, with 216 abductions being reported as compared to 93 in Q1. Both CAR and DRC reported increased incidents of abductions. They struggle to cope with severe individual and collective trauma and to accept family members and neighbours whom the LRA kidnapped and forced to kill. By 2012, the international interest in the issue had grown but the map was out-dated.
