In\u00a0<a href=\"#EDIT SOUTH KIVU\" data-cke-saved-href=\"#EDIT SOUTH KIVU\">South Kivu<\/a>, a family of six has died in ethnic violence in Mutarule. While the identity of the attackers is still unknown an official inquiry into the case has been called for. In\u00a0<a href=\"#EDIT KATANGA\" data-cke-saved-href=\"#EDIT KATANGA\">Katanga<\/a>, last week\u2019s inter ethnic violence between Pygmies and the Bakaka continued, with three Pygmies reported dead and several houses torched in the Kasinge area. Meanwhile, the FARDC have\u00a0announced that its forces have taken possession of the headquarters of warlord\u00a0G\u00e9d\u00e9on\u00a0Mutanda, though the militia leader managed to escape.<\/p>\n<p>In the\u00a0<a href=\"#Security CAR\" data-cke-saved-href=\"#Security CAR\">Central African Republic<\/a>\u00a0anti-balaka groups in Bangui have released 100 children over the last week, the UN reports. Meanwhile, the fighting continues, as 34 people died in new violence attributed to Seleka fighters. They are said to have been killed in a series of attacks on remote villages in the northern M&rsquo;bres region.<\/p>\n<p>In the Angolan capital Luanda the Heads of State and Government of the\u00a0<a href=\"#EDIT ICGLR\" data-cke-saved-href=\"#EDIT ICGLR\">International Conference on the Great Lakes Region<\/a>\u00a0(ICGLR) met at the end of last week, to discuss the security situation in the region and especially in the DRC. While only the presidents of Angola, DRC, Uganda and the invited president of South Africa were present, the participants decided to give the\u00a0<a href=\"#EDIT FDLR\" data-cke-saved-href=\"#EDIT FDLR\">FDLR\u00a0<\/a>rebels a 6-month deadline until December 31<sup>st<\/sup>\u00a0to disarm. Meanwhile, the\u00a0<a href=\"#SADC\" data-cke-saved-href=\"#SADC\">Southern African Development Community<\/a>\u00a0has called upon the UN to facilitate the repatriation of former FDLR fighters and suggested temporarily hosting former fighters outside the Great Lakes region.<\/p>\n<p>Marking the 10<sup>th<\/sup>\u00a0anniversary of the\u00a0<a href=\"#EDIT Masacer\" data-cke-saved-href=\"#EDIT Masacer\">Gatumba massacre<\/a>, Human Rights Watch amongst others, has voiced the need for justice. On 13 ao\u00fbt 2004 more than 150 Congolese refugees were killed and more than 100 others injured in the camp in Burundi. The organisation calls on the Burundian government to bring those responsible for the attack to justice.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<h3><\/h3>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa\u00a0<\/a>\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. This was made clear in May when President Obama proposed a $5 billion Counterterrorism Partnerships Fund to supplement programs the Pentagon already has in 35 countries. And it was made clear again at the recent U.S.-Africa summit in Washington, when Mr. Obama announced $110 million a year for an African Peacekeeping Rapid Response Partnership, a program to train and equip six African armies for peacekeeping operations. Because Mr. Obama is committed to scaling back the deployment of United States troops to combat terrorism, America\u2019s security strategy in Africa translates largely into training and equipping African armies. The country&rsquo;s mining sector, and related social, economic and environmental issues<\/a>\u00a0| 26 March 2013 | IPIS<br \/>\nGold and diamonds in Central Africa easily conjure up images of conflict, rebel funding, human rights violations, and smuggling. As a country landlocked within an unstable region, neighbouring the Democratic Republic of Congo (DRC), and recently the scene of another coup, the Central African Republic (CAR) might be considered an appropriate candidate for analysis within the conflict-mineral perspective. Yet this framework would ignore the country\u2019s mining sector\u2019s very specific characteristics. The sector offers an essential livelihood to many households, represents the country\u2019s second most important export product, and is organised in a particular way. Nonetheless, a wide range of issues regarding the country\u2019s mining sector persist.<br \/>\nThis report aims to analyse both the Central African Republic\u2019s gold and diamond mining sector and related environmental and socio-economic issues.<\/p>\n<p><a href=\"https:\/\/ipisresearch.be\/\/publications_detail.php?id=405\" data-cke-saved-href=\"https:\/\/ipisresearch.be\/\/publications_detail.php?id=405\">Pinocchio Ltd. Its latest target is the Arms Trade Treaty (ATT), an international treaty to establish common international standards for the import, export, and transfer of conventional arms presently under discussion at the United Nations. The international community has been calling for the inclusion of ammunition and civilian arms within the scope of the ATT.
