NEWS IN BRIEF<\/h1>\n

In\u00a0South Kivu<\/a>, the Mai-Mai Raia Mutomboki are said to have retaken the town of Tchombi after the FARDC withdrew from the locality. Earlier last week FARDC forces had attacked the town and killed militia leader Paul Ngumbi Wangozi. In\u00a0Province Orientale<\/a>, multiple attacks by the FRPI on several villages south of Irumu are reported, with local leaders reporting two deaths, four rapes and several abductions. In\u00a0Katanga<\/a>, Mai-Mai rebels are said to have continued their attacks in the area of Malemba Nkulu. In a response, the local Administrator has called for more security personnel in the region. Meanwhile, in Kisenga calm returned after several days of fighting between the FARDC and Mai-Mai fighters over the weekend, which reportedly left several dead.
\nIn a wider reshuffle among the top ranks of the DRC\u2019s military President Joseph Kabila has appointed\u00a0General Gabriel Amisi Kumba<\/a>\u00a0to one of the newly-created national zones of defence. The selection is said to be problematic due to allegations that General Amisi sold weapons to rebel groups.<\/p>\n

In the Central African Republic,\u00a0four senior commanders have reportedly left the Seleka<\/a>, disagreeing with the rebel group\u2019s secessionist agenda and military plans. The commanders, including Seleka\u2019s deputy military chief, General Mahamat Al Khatim, reportedly stated that the group\u2019s leadership is to reluctant to engage in peaceful negotiations with the transitional government, and claim the group plans to attack Bangui. Meanwhile, the\u00a0ICC<\/a>\u2019s Prosecutor Fatou Bensouda has announced the opening of a second investigation into crimes committed by both sides to the conflict in the CAR. The office will continue to collect evidence of crimes committed since 2012. According to Africa Info, the CAR rebel group\u00a0FDPC has taken eight Cameroonians hostage<\/a>\u00a0in an attack in the town Garoua Boula\u00ef on Saturday. The rebels are said to be demanding the release of their leader Abdoulaye Miskine, who has been held by Cameroonian security services since September 2013. RFI reports that\u00a0Anti-Balaka fighters have clashed with Cameroonian Security forces<\/a>\u00a0in the Ngaoui region along the border between Cameroon and CAR.<\/p>\n

In Uganda,\u00a0President Museveni has dismissed Prime Minister, Amama Mbabazi<\/a>. As a part of a wider reshuffle he will be replaced by Health Minister Ruhakana Rugunda. Mbabazi, a former ally of Museveni, is seen to have become a challenger of the President.\u00a0Global Witness<\/a>\u00a0has released two contracts between the government and oil companies including agreement on shares of oil revenue. It is the first time that such detail been made available to the public.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n\n\n\n\n\n\n\n\n\n\n

Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research
\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. A strategy relying on a piecemeal approach (e.g. on ad hoc investments in infrastructure) is likely to result in a \u2018quick fix\u2019 to ship raw materials out of the African continent rather than in an effort to boost sustainable economic development.<\/p>\n

\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. \nOn the 5th of March 2014, the European Commission proposed a responsible trading strategy for minerals from conflict zones. The proposal took place within a specific and timely context. As IPIS has long documented, the exploitation of natural resources can have adverse human rights impacts. \nLes autorit\u00e9s provinciales du Nord-Kivu appellent les habitants de Kitshanga qui ont fui les incidents survenus dans la nuit de mercredi \u00e0 jeudi 18 septembre \u00e0 regagner leurs habitations. Selon des sources officielles, un accrochage a oppos\u00e9 des policiers du groupe mobile d\u2019intervention en patrouille et des hommes arm\u00e9s. Bilan : deux policiers tu\u00e9s. Certaines sources avaient fait \u00e9tat d\u2019un affrontement entre policiers et militaires. Apr\u00e8s la mort de leurs coll\u00e8gues, les policiers se sont mis \u00e0 tirer en l\u2019air, provoquant la panique au sein de la population dont une partie s\u2019est enfuie.<\/p>\n

Les FARDC et ses proches ont annonc\u00e9 et confirm\u00e9 sa mort vendredi 20 septembre. Selon ces sources, Sisawa a \u00e9t\u00e9 bless\u00e9 par balle dimanche en a succomb\u00e9 faute de soins. Il a m\u00eame d\u00e9j\u00e0 \u00e9t\u00e9 enterr\u00e9 depuis mardi \u00e0 Musomo.<\/p>\n

They determine what share of oil revenues the Government of Uganda will get and almost every aspect of its relationship with the oil companies. This is the first time this information has been made public. Our analysis shows that the Government has succeeded in negotiating a better financial deal in these contracts compared with older contracts \u2013 for which it should be congratulated. \nMembers of the European Parliament (MEPs) yesterday sent a very clear message to the Burundian authorities: leading human rights activist Pierre Claver Mbonimpa should be immediately and unconditionally released from detention. Mbonimpa was arrested on May 15 after speaking on the radio about allegations that young Burundians were being armed and given military training in neighboring Democratic Republic of Congo. He was subsequently charged with endangering state security and using false documents. The court turned down his lawyers’ requests for the 66-year-old’s provisional release on the grounds of old age and poor health, even after he became seriously ill in late August. He has now been in the hospital for three weeks, awaiting trial.<\/p>\n

The prime minister was replaced by Health Minister Ruhakana Rugunda. In a letter to parliament announcing the sacking, Museveni only thanked Mbabazi for \u00ab\u00a0the contribution he has made to his country\u00a0\u00bb but gave no further explanation. Mbabazi is one of the most senior members of the ruling party, the National Resistance Movement, and had been widely expected to seek the presidency in elections in 2016, though he has not confirmed that.<\/p>\n

\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.\u00a0A first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>.
