On the ground in the East of the country,\u00a0<a href=\"#PO\" target=\"_blank\" data-cke-saved-href=\"#PO\" rel=\"noopener noreferrer\">Province Orientale<\/a>\u00a0is said to have seen a resurgence of Lord\u2019s Resistance Army activity. ADF-Nalu attacks on a number of localities in Beni (<a href=\"#NK\" target=\"_blank\" data-cke-saved-href=\"#NK\" rel=\"noopener noreferrer\">North Kivu<\/a>) over the weekend and Monday has given rise to reports of killings and abductions, whilst in Lubero territory the abduction of nearly 100 people, including health workers, from Bunyatenge since mid-September has led the UNHCR to express alarm over the situation. In\u00a0<a href=\"#SK\" target=\"_blank\" data-cke-saved-href=\"#SK\" rel=\"noopener noreferrer\">South Kivu<\/a>, RFI reports last Wednesday affirmed the presence of Burundian troops in Kiliba, Uvira, prompting MONUSCO and the Burundian government to confirm the deployment, culminating in the withdrawal of the soldiers from the territory this Tuesday. The Bakata Katanga are reported to have burned 60 houses in Pweto Territory,\u00a0<a href=\"#K\" target=\"_blank\" data-cke-saved-href=\"#K\" rel=\"noopener noreferrer\">Katanga<\/a>, this week whilst in Moba territory the FARDC reported capturing militia leader G\u00e9d\u00e9on\u2019s stronghold, seizing arms and equipment. G\u00e9d\u00e9on himself is said to have escaped capture.<\/div>\n<div><\/div>\n<div>At the end of last week\u00a0<a href=\"#E\" target=\"_blank\" data-cke-saved-href=\"#E\" rel=\"noopener noreferrer\">Human Rights Watch<\/a>\u00a0reported that 100 ex-combatants and their family members have died of starvation and disease in a remote military camp in Equateur after what it alleges was criminal neglect of those residing in the camp by the Congolese authorities. The trial of 20 soldiers charged with the assassination of M23 defeat hero,\u00a0<a href=\"#Trial\" target=\"_blank\" data-cke-saved-href=\"#Trial\" rel=\"noopener noreferrer\">Mamadou Ndala<\/a>, opened last Wednesday with testimony from Ndala\u2019s driver at the time of his attack. This key witness in the prosecution case is said to have died a sudden and unexplained death on Thursday. FARDC witnesses claim that Ndala was killed by ADF-Nalu fighters.<\/div>\n<div><\/div>\n<div>In the Central African Republic, last Wednesday saw clashes in\u00a0<a href=\"#Bambam\" target=\"_blank\" data-cke-saved-href=\"#Bambam\" rel=\"noopener noreferrer\">Bambari<\/a>\u00a0with a death toll in multiple figures after attacks on an IDP camp in the city and on Sangaris and MINUSCA forces. Inter-communal violence also erupted in the capital\u00a0<a href=\"#Bangbang\" target=\"_blank\" data-cke-saved-href=\"#Bangbang\" rel=\"noopener noreferrer\">Bangui\u00a0<\/a>last Wednesday in the midst of protest and looting. Meanwhile, the fragile transitional government has been put under additional strain this week as\u00a0<a href=\"#AB\" target=\"_blank\" data-cke-saved-href=\"#AB\" rel=\"noopener noreferrer\">anti-balaka<\/a>\u00a0imposed an ultimatum for CAR\u2019s President and Prime Minister to stand down , calling upon all anti-balaka governmental ministers to withdraw from government or be treated as an enemy of the people if the demand is not met. Reports indicate that the EU mission in the country is to be extended pending the completion of the transition to a UN force.<\/div>\n<div><\/div>\n<div>In\u00a0<a href=\"#Kagame\" target=\"_blank\" data-cke-saved-href=\"#Kagame\" rel=\"noopener noreferrer\">Rwanda<\/a>, survivor groups are said to have responded with indignation to a BBC documentary claiming to shed new light on the events of 1994. Amongst other claims, the documentary aired allegations by former Rwandan Military Chief of Staff, Kayumba Nyamwasa, that President Kagame was responsible for the attack on the plane of former Rwandan President Habyarimana, an event viewed as the trigger for the genocide that followed.<\/div>\n<div><\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa\u00a0<\/a>\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd.
