{"id":24073,"date":"2022-02-21T14:33:35","date_gmt":"2022-02-21T13:33:35","guid":{"rendered":"https:\/\/ipisresearch.be\/\/publication\/rapport-de-latelier-de-haut-niveau-sur-la-lutte-contre-la-fraude-et-la-contrebande-de-diamants-bruts-en-afrique-centrale\/"},"modified":"2022-03-21T16:53:09","modified_gmt":"2022-03-21T15:53:09","slug":"rapport-de-latelier-de-haut-niveau-sur-la-lutte-contre-la-fraude-et-la-contrebande-de-diamants-bruts-en-afrique-centrale","status":"publish","type":"publication","link":"https:\/\/ipisresearch.be\/fr\/publication\/rapport-de-latelier-de-haut-niveau-sur-la-lutte-contre-la-fraude-et-la-contrebande-de-diamants-bruts-en-afrique-centrale\/","title":{"rendered":"Rapport de l&rsquo;atelier de haut niveau sur la lutte contre la fraude et la contrebande de diamants bruts en Afrique centrale"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\" id=\"h-regional-cooperation-to-enhance-the-implementation-of-the-kimberley-process-in-central-africa\">Coop\u00e9ration r\u00e9gionale pour am\u00e9liorer la mise en \u0153uvre du Processus de Kimberley en Afrique centrale<\/h4>\n\n<p class=\"wp-block-paragraph\">En d\u00e9cembre 2021, le <a href=\"https:\/\/www.kimberleyprocess.com\/fr\/groupe-de-travail-sur-la-production-artisanale-et-alluviale-gtpaa\" target=\"_blank\" rel=\"noopener\">Groupe de travail sur la production artisanale et alluviale<\/a> (GTPAA) du <a href=\"https:\/\/www.kimberleyprocess.com\/fr\/what-kp\" target=\"_blank\" rel=\"noopener\">Processus de Kimberley<\/a> (PK) et le gouvernement camerounais ont organis\u00e9 \u00e0 Yaound\u00e9 le deuxi\u00e8me atelier de coop\u00e9ration r\u00e9gionale en Afrique centrale afin de renforcer la compr\u00e9hension, de partager les exp\u00e9riences et de formuler des recommandations sur la lutte contre la fraude et la contrebande de diamants bruts en Afrique centrale.<\/p>\n\n<p class=\"wp-block-paragraph\">Lors de son premier atelier qui s&rsquo;est tenu \u00e0 Kinshasa en avril 2019, la coop\u00e9ration r\u00e9gionale a fix\u00e9 comme priorit\u00e9s essentielles la lutte contre les transactions illicites de diamants et l&rsquo;implication des forces de l&rsquo;ordre. Sur la base de ce plan d&rsquo;action, ce deuxi\u00e8me atelier visait \u00e0 <strong>renforcer la capacit\u00e9 des autorit\u00e9s comp\u00e9tentes en mati\u00e8re d&rsquo;enqu\u00eate et de poursuite p\u00e9nale<\/strong>, \u00e0 <strong>comprendre les risques \u00e9manant de la fraude et la contrebande de diamants<\/strong> ainsi que le r\u00f4le du Processus de Kimberley. L&rsquo;objectif est de mieux<strong> traiter conjointement les risques de blanchiment d&rsquo;argent et de financement du terrorisme li\u00e9s \u00e0 l&rsquo;industrie du diamant<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">Parmi les participants \u00e0 l&rsquo;atelier figuraient des chefs et des repr\u00e9sentants des points focaux du PK de la R\u00e9publique d&rsquo;Angola, de la R\u00e9publique du Cameroun, de la R\u00e9publique centrafricaine, de la R\u00e9publique d\u00e9mocratique du Congo, de la R\u00e9publique gabonaise et de la R\u00e9publique du Congo, ainsi que des repr\u00e9sentants et des experts des services r\u00e9pressifs (police, unit\u00e9s de lutte contre la fraude mini\u00e8re), des autorit\u00e9s judiciaires, des douanes, des unit\u00e9s de renseignement financier et des minist\u00e8res des mines et de leurs services techniques, tels que les registres miniers, les agences de soutien \u00e0 l&rsquo;exploitation mini\u00e8re artisanale et \u00e0 petite \u00e9chelle et les agences d&rsquo;\u00e9valuation des diamants.<\/p>\n\n<p class=\"wp-block-paragraph\">L&rsquo;atelier \u00e9tait orient\u00e9 vers un processus participatif de r\u00e9daction de recommandations dans le but d&rsquo;assurer l&rsquo;appropriation par les participants du plan d&rsquo;action qui en r\u00e9sulte pour les organismes charg\u00e9s de l&rsquo;application de la loi dans la r\u00e9gion.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">Sur la base des enseignements tir\u00e9s et des discussions de l&rsquo;atelier, les participants ont inclus les priorit\u00e9s suivantes dans le nouveau <a href=\"https:\/\/ipisresearch.be\/\/wp-content\/uploads\/2022\/02\/Annex-16_Action-Plan-Regional-Cooperation-in-Central-Africa.pdf\" target=\"_blank\" rel=\"noopener\">plan d&rsquo;action<\/a> de la coop\u00e9ration r\u00e9gionale :<\/p>\n\n<ul class=\"wp-block-list\"><li>Mise en place\/renforcement des \u00ab\u00a0taskforces\u00a0\u00bb nationales charg\u00e9es de la lutte contre la fraude et la contrebande dans le secteur minier.<\/li><li>Renforcer la collaboration entre les taskforces, tant au niveau national que r\u00e9gional.<\/li><li>Renforcement des capacit\u00e9s et des comp\u00e9tences des membres des taskforces<\/li><li>Renforcer la mise en \u0153uvre des exigences relatives aux contr\u00f4les internes du Processus de Kimberley.<\/li><li>Obtenir le soutien politique n\u00e9cessaire aux activit\u00e9s de la coop\u00e9ration r\u00e9gionale en Afrique centrale.<\/li><\/ul>\n\n<p
