Roadblocks, they claim, have netted armed groups around 6 million Euros annually in the impoverished <a href=\"https:\/\/ipisresearch.be\/\/publication\/politics-pillage-political-economy-roadblocks-central-african-republic\/\">Central African Republic<\/a> alone. Strangling development and livelihoods, attracting violent confrontations and generating millions in revenues, roadblocks are as crucial to continuing conflict in Central Africa as natural resources, experts claim.<\/p>\n<p style=\"text-align: justify;\">\u201cIts time for the international community to broaden its scope beyond conflict minerals\u201d, argues Peer Schouten, IPIS coordinator for the new research.<\/p>\n<p style=\"text-align: justify;\">The <a href=\"https:\/\/ipisresearch.be\/\/publication\/everything-moves-will-taxed-political-economy-roadblocks-north-south-kivu\/\">DR Congo<\/a> and the<a href=\"https:\/\/ipisresearch.be\/\/publication\/politics-pillage-political-economy-roadblocks-central-african-republic\/\"> CAR<\/a> are often used as poster children for \u2018conflict minerals\u2019 concerns. The International Peace Information Service (IPIS) has substantiated such concerns by <a href=\"https:\/\/ipisresearch.be\/\/publication\/analysis-interactive-map-artisanal-mining-areas-eastern-dr-congo-2\/\">mapping the extent of armed presence at mining sites<\/a> in DR Congo, last highlighting an armed presence at over half of the 1,635 mining sites it has visited.<\/p>\n<p style=\"text-align: justify;\">Experts always knew that rebels didn\u2019t rely on revenues from mining sites alone. However, without large-scale data, it has been difficult to make other funding mechanisms visible. IPIS\u2019s new research, in collaboration with the Danish Institute for International Studies (DIIS), sheds new and crucial light on how roadblocks provide an additional and substantial revenue stream for armed groups in Central Africa. By mapping over a thousand roadblocks in DR Congo and CAR, IPIS literally puts roadblocks on the map as a key means of conflict funding<\/p>\n<p style=\"text-align: justify;\">The two separate reports pinpoint 1082 roadblocks:<\/p>\n<ul style=\"text-align: justify;\">\n<li>798 in the Democratic Republic of Congo\u2019s conflict-ridden North and South Kivu provinces (home to a myriad of militias and some of the DRC\u2019s worst human rights atrocities); and<\/li>\n<li>284 in the troubled Central African Republic, where warring armed factions control over two thirds of territory and the UN has warned of possible genocide.<\/li>\n<li>Armed actors are present at every 2 out of 3 roadblocks.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">While the research also shows that natural resources remain important to conflict funding \u2013taxed at a third of all roadblocks mapped \u2013 armed actors tax much more than minerals alone. \u201cIn fact, Ex-Seleka groups in the CAR make most of their money taxing cattle and Sudanese coffee traders\u201d, explains Schouten.<\/p>\n<p style=\"text-align: justify;\">In DR Congo, minerals account for only half of the natural resources taxed at roadblocks. Armed groups like the FDLR and Nyatura, as well as undisciplined Congolese army units, have much more diversified predation strategies. They rely heavily on taxing agricultural produce, charcoal and timber.<\/p>\n<p style=\"text-align: justify;\">\u201cFinding a Congolese road without a roadblock is a challenge \u2013 basically everything that moves, is taxed\u201d says Schouten, the reports\u2019 lead author. \u201cWomen going to market, farmers accessing fields, traders taking to the road\u2026 We were surprised at the sheer density of roadblocks. They indicate the extent of structural extortion in Congo. And it\u2019s the people that suffer.\u201d<\/p>\n<p style=\"text-align: justify;\">Whereas rebels control most roadblocks in CAR, IPIS findings indicate that the national army is the largest single roadblock operator in Congo, with a presence at nearly half of the roadblocks mapped.<\/p>\n<p style=\"text-align: justify;\">Moreover, in both countries, commercial companies, NGOs and UN Agencies contribute to this form of conflict financing: \u201cEveryone subcontracts bulk transport to private transporters, who pay at roadblocks like everyone else\u201d. Six transport companies in North Kivu province alone, pay over 1,5 million USD annually at roadblocks, the research finds.<\/p>\n<p style=\"text-align: justify;\">\u201cIPIS\u2019 findings are significant.
