Over the next two years, IPIS – in partnership with USAID<\/a>, Tetra Tech<\/a> and the Congolese Ministry of Mines (SAEMAPE<\/a>) \u2013 will undertake a large-scale mapping effort of artisanal and small-scale mining sites <\/strong>in the eastern Democratic Republic of Congo (DRC)<\/a>, with the aim to provide observers, suppliers and policymakers with reliable data to understand artisanal mineral supply chains<\/strong> and conflict financing <\/strong>in the area.<\/p>\n\n\n\n

Artisanal and small-scale mining (ASM) offers important opportunities for socio-economic development in eastern DRC. It also faces numerous challenges to fulfill this potential. When effectively monitored and mapped, legal and responsible ASM supply chains can promote peace and stability<\/strong> while providing livelihoods<\/strong> and contributing to rural development<\/strong> throughout the Great Lakes region.<\/p>\n\n\n\n

In Eastern DRC, where the ASM sector is largely informal, the sector suffers from criminal activity and corruption. Most of the gold produced via ASM is smuggled out of the country, depriving the DRC government of critical revenue, and is often linked to  financing a plethora of armed groups and insecurity in the region. Poor understanding of the informal ASM supply chains<\/strong> in the region risks to undermine the efficiency of responsible ASM efforts and local development in mining areas.<\/p>\n\n\n\n

Reliable data from ASM sites and their context is therefore crucial.<\/p>\n\n\n\n

IPIS has been<\/strong> mapping mining sites in eastern Democratic Republic of Congo<\/strong> (DRC) since 2009. The results have been widely utilized by various stakeholders, as they respond to<\/strong> a critical lack of data<\/strong> on the basic links between the mining and minerals trade on the one hand, and insecurity and development opportunities on the other.<\/p>\n\n\n\n

IPIS\u2019  data<\/a>, accompanying maps<\/a> and reports<\/a> helped stakeholders throughout the supply chain to monitor <\/strong>artisanal mining activities and comply with a series of policy initiatives<\/strong> designed to curtail international trade in \u2018conflict minerals\u2019 in the Great Lakes region (including but not limited to the OECD Due Diligence Guidance for Responsible Supply Chains<\/a>, as well Section 1502 of the Dodd-Frank Wall Street Reform and Consumer Protection Act<\/a>).<\/p>\n\n\n\n

As it has been several years since a large systematic update of the data<\/strong> has been realized, USAID\u2019s Integrated Land and Resource Governance (ILRG)<\/a> project will support IPIS to obtain up-to-date and accurate information from eastern DRC. In addition, IPIS will conduct qualitative research<\/strong> necessary to contextualize the data.<\/p>\n\n\n\n

A workshop in August 2021 in Goma<\/strong> marked the beginning of this new round of primary data-collection in remote mining areas. Fifteen IPIS researchers, including both nationals and international staff, worked together for four days to update IPIS\u2019 unique methodology and to prepare the field research. Participants discussed questionnaires, communication protocols, risk management strategy, IPIS\u2019 Integrity Policy<\/a>, as well as \u2018field research\u2019 and interview techniques.<\/p>\n\n\n\n
